The Public Officers Medical Scheme Fund is set to undergo amendments to include all teachers and public officers under the medical scheme for public officers.
This Medical Scheme Fund was established under the Public Finance Management (Public Officers Medical Scheme Fund) Regulations, 2024.
The funds are aimed to provide finance for a medical scheme for public officers, including civil servants, teachers, and police officers, through the Social Health Authority system.
“This Amendment Regulation seeks to amend the Public Finance Management (Public Officers Medical Scheme Fund) Regulations, 2024, by including public officers employed by the Teachers Service Commission (all teachers) and the National Police Service Commission (all police officers) under the medical scheme for public officers,” read the part notice.
The amendments also establish the advisory high-level Board on the Fund and manage the Fund.
The amendments create legislative space for other public officer groupings that wish to join the Fund.
When the National Assembly approves the Amendment Regulation, the Fund’s objective is to establish and oversee a comprehensive medical scheme for public officers.
The team that composed the final draft of the Public Finance Management (Public Officers Medical Scheme Fund) (Amendment) Regulations, 2025, comprises officers from various State Departments and the National Treasury.

“Now, pursuant to Section 4 (a) and 5 (3) (a) and (b) of the Statutory Instruments Act, 2013, the National Treasury & Economic Planning invites members of the public to submit comments, inputs or memoranda they may have on the said draft The Public Finance Management (Public Officers Medical Scheme Fund) (Amendment) Regulations, 2025 in the format provided on the website,” read part notice.

The Commission said comments, inputs, or memoranda on the proposed amendments from the general public may be forwarded to the Principal Secretary, National Treasury by December 15th, 2025, at 5:00 PM.
Public views will help the Ministry to identify and provide a reasoned explanation of the issues they raise and provide solutions.
Afterwards, the final document of The Public Finance Management (Public Officers Medical Scheme Fund) (Amendment) Regulations, 2025, will be published in the Kenya Gazette.
