The Kenya Civil Aviation Authority (KCAA) has announced the establishment of Civil Aviation Rule-Making Panels and is inviting qualified professionals from the aviation sector to volunteer as panelists.
In a public notice dated March 10, the authority said the initiative aims to strengthen the development and review of aviation regulations in Kenya by bringing together experienced experts from across the industry.
“KCAA invites qualified and experienced professionals to volunteer to serve as panelists for the following Rule-Making Panels,” the authority said in the notice.
According to the announcement, the panels will cover several critical areas of the aviation industry. These include:
The authority noted that the panels will play a crucial role in shaping regulations and policies governing the aviation sector.
KCAA explained that the panels will support the development, review, amendment, and harmonization of aviation regulations to ensure they meet both national and international standards.
“The Rule-Making Panel will support the development, review, amendment, and harmonization of regulations, to ensure they are effective, practical, and aligned with International Civil Aviation Organisation (ICAO) Standards and Recommended Practices (SARPs), national and international best practices,” the notice stated.
The initiative also aims to increase stakeholder participation in regulatory development within the aviation industry.
“To enhance stakeholder consultation in the development of Civil Aviation Regulations, the Authority has established the Panels to allow members of the aviation industry, with appropriate knowledge and experience, participate in the formulation of rules and regulations for the industry,” the authority added.

KCAA said the panelists will be engaged on an ad-hoc basis, meaning they will participate when their expertise is required.

However, the notice clarified that appointment to the panel “does not constitute employment.”
