KCAA Invites Aviation Experts to Join Civil Aviation Rule-Making Panels

The Kenya Civil Aviation Authority (KCAA) has announced the establishment of Civil Aviation Rule-Making Panels and is inviting qualified professionals from the aviation sector to volunteer as panelists.

In a public notice dated March 10, the authority said the initiative aims to strengthen the development and review of aviation regulations in Kenya by bringing together experienced experts from across the industry.

“KCAA invites qualified and experienced professionals to volunteer to serve as panelists for the following Rule-Making Panels,” the authority said in the notice.

According to the announcement, the panels will cover several critical areas of the aviation industry. These include:

  • Flight Safety Panel
  • Air Navigation Panel
  • Aerodromes Panel
  • Aviation Security Panel
  • Air Transport and Economic Regulation Panel
  • Aviation Environmental Protection Panel
  • Aviation Safety Management Panel
  • UAS/RPAS Panel (Unmanned Aircraft Systems/Remotely Piloted Aircraft Systems)

The authority noted that the panels will play a crucial role in shaping regulations and policies governing the aviation sector.

Purpose of the Rule-Making Panels

KCAA explained that the panels will support the development, review, amendment, and harmonization of aviation regulations to ensure they meet both national and international standards.

“The Rule-Making Panel will support the development, review, amendment, and harmonization of regulations, to ensure they are effective, practical, and aligned with International Civil Aviation Organisation (ICAO) Standards and Recommended Practices (SARPs), national and international best practices,” the notice stated.

The initiative also aims to increase stakeholder participation in regulatory development within the aviation industry.

“To enhance stakeholder consultation in the development of Civil Aviation Regulations, the Authority has established the Panels to allow members of the aviation industry, with appropriate knowledge and experience, participate in the formulation of rules and regulations for the industry,” the authority added.

Who Should Apply

KCAA is seeking professionals with expertise in several areas relevant to aviation regulation and operations.

Eligible candidates should have experience in:

  • Regulatory development and policy formulation
  • Technical or operational aviation expertise
  • Legal drafting or regulatory compliance
  • Safety, quality assurance, or oversight functions
  • Industry, academia, or professional aviation practice

Key Responsibilities of Panel Members

Selected panelists will take part in activities aimed at improving aviation regulatory frameworks in Kenya.

Their responsibilities will include:

  • Participating in rule-making meetings, workshops, and consultations
  • Reviewing draft regulations and providing professional input
  • Contributing to impact assessments and stakeholder engagement processes
  • Upholding transparency, objectivity, and public interest in rule-making

Eligibility Criteria

Individuals volunteering to serve on the panels must meet several requirements.

Applicants should:

  • Possess relevant professional qualifications and experience for the selected panel
  • Demonstrate knowledge of national and international aviation standards
  • Have strong analytical, communication, and interpersonal skills
  • Be able to commit the time required for panel activities

KCAA said the panelists will be engaged on an ad-hoc basis, meaning they will participate when their expertise is required.

How to Apply

Interested candidates are required to complete the application form available on the KCAA website.

Applications should then be submitted via email to regulations@kcaa.or.ke together with:

  • A brief cover letter expressing interest
  • An up-to-date Curriculum Vitae
  • Copies of relevant certificates, licences, and qualifications

The authority stated that applications must reach KCAA by the close of business on March 31, 2026.

However, the notice clarified that appointment to the panel “does not constitute employment.”

The announcement was signed by Emile N. Arao, Director General of the Kenya Civil Aviation Authority.
