Nyoro Pushes to Recall Parliament Over Fuel Prices

Kiharu MP Ndindi Nyoro has formally asked the Speaker of the National Assembly to recall the House from recess to debate urgent amendments aimed at cutting fuel prices.

In a letter released May 15, 2026, Nyoro wrote to Speaker Moses Wetang’ula requesting the recall under Article 126(3) of the Constitution and the National Assembly Standing Orders.

He said the House needs to deliberate on proposed legislative changes that target the cost of fuel across the country.

“Following our proposal to amend various laws with the aim of reducing fuel prices, we have written to the Speaker of the National Assembly with a request to recall the house from recess at the earliest,” Nyoro stated on X.

Fuel Price Reduction Proposals

Nyoro’s proposal includes three main measures.

First, he seeks to amend the VAT Act to drop the 8% tax on fuel products to zero, making petrol, diesel, and kerosene VAT exempt.

He said the change would save Kenyans Ksh 15.87 per litre on super petrol and Ksh 17.99 per litre on diesel.

Second, the MP proposes reducing the Road Maintenance Levy Fund by Ksh 7 through the revocation of the Road Maintenance Levy Fund Order, 2024.

Third, he outlined an additional Ksh 5 billion subsidy for diesel, which he said does not require parliamentary approval.

“I humbly request your office to favorably consider exercising its authority to recall the National Assembly from recess for the purpose of facilitating the tabling, deliberation, and consideration of the said proposed amendments,” Nyoro stated in his letter to the Speaker.

Proposal to Reduce Fuel Prices and its Economic Implications

He argued that the combined proposals could reduce fuel prices by an acceptable margin and help avert damaging inflationary effects on the economy.

Nyoro said he prefers the recall to happen on Monday to allow MPs to process the amendments without delay and added that he remains available to provide any further information required to support the request.

The Speaker’s office has not yet responded publicly to the recall request.
