Ministry of Education Invites Public Comments on Draft Universities General Regulations 2026

The Ministry of Education has begun nationwide public consultations on the Draft Universities General Regulations, 2026, inviting members of the public to make representations within 14 days.
A public notice issued on June 4, 2026, by Cabinet Secretary for Education Julius Migos Ogamba under the Statutory Instruments Act, Cap. 2A indicated that the ministry had prepared draft regulations in consultation with the Commission for University Education.
“The main objective of the Regulations is to provide for procedures for the establishment and accreditation of universities, constituent colleges and campuses, approval of academic programmes in accredited universities, quality audit of universities and specialized degree awarding institutions,” stated the CS.
The draft regulations would also cater for the licensing of student recruitment agencies and foreign universities working with local institutions.

Call for Public Submissions on Proposed University Regulations
Ogamba added that the Ministry had prepared a Regulatory Impact Statement to assess the impact of the proposed Regulations on Education Sector stakeholders and members of the general public.
“Submissions by stakeholders, views, and comments shall be in writing to the Chief Executive Officer, Commission for University Education, along Red Hill Road, Off Limuru Road, Nairobi, or via email legal@cue.co.ke and shall reach us not later than June 17, 2026.” Stated Ogamba.
Education Sector stakeholders, members of the public, and all interested parties are expected to attend regional forums between June 8 and June 17, as the consultations have been divided into two regions each day.

Regional Consultations on University Regulations
Nyanza and Coast Regions meet on June 8 at Kisii University and Pwani University, Kilifi, respectively.
Western and Lower Eastern regions meet on June 10 at Masinde Muliro University and South Eastern Kenya University, Kitui, respectively.
North Rift and Northern Eastern regions meet on June 12 at the University of Eldoret and Garissa University, while South Rift and Upper Eastern regions meet on June 15 at Egerton University, Nakuru, and Meru University of Science and Technology.
Central and Nairobi regions hold their consultations on June 17 at Dedan Kimathi University of Technology, Nyeri, and the Kenya Institute of Curriculum Development.
Ogamba appended his signature to the notice and requested all stakeholders to participate in the consultations, which will form the regulations guiding university establishment, program approval, quality audits, and foreign collaborations.
