Thomas Louis Advocates Names Phyllis Kamau Partner to Boost Regulatory Practice

Thomas Louis Advocates is delighted to announce the appointment of Phyllis W. Kamau as Partner and Head of Regulatory & Policy with immediate effect, to strengthen the upstream legal advisory services that the firm offers in Africa for the innovation economy.

The Kenyan commercial law firm based in Nairobi announced the appointment on 7th July 2026.

“The appointment of Phyllis W. Kamau as Partner is a conscious expansion of the firm’s upstream legal advisory capacity built for a continent where the rules are still being written,” the firm said.

TLA called this a strategic investment into its top-layer architecture.

Building Africa’s Innovation Economy and Regulatory Frameworks

The board stated that it aims is to build up Africa’s innovation economy where high-growth businesses work within sophisticated regulatory frameworks that are often unfinished or emerging.

“The most significant commercial markets in Africa are being created amid regulatory chaos. Kamau has been an Advocate of the High Court of Kenya and registered to the Roll of Advocates since 2008.

She has over 18 years of experience providing strategic advice to leading commercial manufacturers, financial services institutions, and technology corporates on regulatory strategy and government &industry relations for the region of Sub-Saharan Africa.

Legal Expertise in Emerging Markets and Innovation

Her experience lies across manufacturing, banking, and payments infrastructure, technology, and telecommunications regulation.

She was Assistant Legal Counsel at East African Breweries Limited, where she advised on Tusker Twende Kazi and Tusker Project Fame.

Kamau went on to head Government relations at Safaricom PLC before joining Visa CEMEA, where she was, for seven years, Director Government Engagement, Eastern Africa, covering all 15 markets therein, and Senior Director / Head of Government Business at a regional level for 34 markets.

“For the most part, we feel like we’re on the divide between institutions and innovation-a market that is often neglected in Kenya in particular-without the frameworks to keep up with the pace of businesses,” said Ms. Kamau, adding, “Thomas Louis Advocates has assembled a team to serve the modern investor.”
