REVEALED: Inside Ruto’s Plan to Create 60,000 Jobs at Dangote’s Lamu Refinery

President William Ruto has announced plans to create 60,000 jobs through the construction of a major oil refinery in Lamu, saying the project will serve several East African countries.
Speaking on Friday, July 10, during the NYOTA Tranche II event at Ulinzi Sports Complex in Lang’ata, Nairobi, Ruto said the refinery will open up thousands of employment opportunities for Kenyan youth while supporting regional economic growth.
The President said his government is expanding job opportunities for young people through different development projects across the country.
According to Ruto, the government is creating employment in affordable housing, hostel construction, digital jobs, and other sectors.
“We will create employment opportunities for our young people in different sectors, including the construction of markets, the construction of hostels, digital jobs, and many other areas.”
He said these projects are part of the government’s wider plan to ensure more young Kenyans access meaningful employment.
Lamu Refinery Expected to Create 60,000 Jobs
Ruto revealed that Kenya will build an oil refinery in Lamu, saying the project is expected to employ about 60,000 young people.
He disclosed that he had already discussed the investment with Nigerian businessman Aliko Dangote, whom he described as a friend, and that they had agreed to move forward with the refinery project.
“As you know, Kenya will now build the East African refinery in Lamu, and we will need 60,000 young people to work on that project.”
The President said the refinery will not only serve Kenya but will also support other countries in the region.
“I have spoken with my friend, investor Aliko Dangote, and we have agreed that this refinery will not belong to Kenya alone. It will serve Ethiopia, South Sudan, Kenya, Uganda, Tanzania, Rwanda, Burundi, and even the Democratic Republic of the Congo (DRC).”
He added that the project would provide thousands of employment opportunities for Kenyan youth.
“That refinery will provide job opportunities for our young people.”

Stadium and Airport Projects to Create More Employment
Besides the refinery, Ruto said other ongoing infrastructure projects are already creating jobs.
He pointed to the construction of Talanta Stadium and the planned airport project as key sources of employment.
“There are jobs for our young people at Talanta Stadium. We have now started the construction of the airport, and it will also create jobs for our young people.”
National Infrastructure Fund Now Has Ksh 350 Billion
The President also announced that the government has successfully established the National Infrastructure Fund.
He said the fund now holds Ksh 350 billion, which will help finance major infrastructure projects across the country.
“I told you that we would establish a National Infrastructure Fund. By the grace of God, despite the challenges we have faced, I can stand before the nation today and say that we now have a National Infrastructure Fund. Today, it holds Ksh 350 billion, and we can now confidently move forward with Kenya’s infrastructure development.”
Ruto said the money will allow the government to move forward confidently with investments in transport, logistics, energy, water harvesting, and irrigation.
“We can now with confidence face the future in matters to do with infrastructure development in Kenya, transport and logistics, our energy requirements, our water harvesting and irrigation.”
He maintained that his administration has a clear development agenda and remains committed to delivering it.
“I’m committed to the nation. We will now move step by step with confidence because we have a plan, and we have an agenda, and we know where we are taking the country.”
