Ruto Makes Fresh Appointments to Key State Boards, Names 3 Chairpersons

President William Ruto and several Cabinet Secretaries have made fresh appointments and reappointments to key government boards and agencies.
According to a Gazette notice dated August 21, the changes affect institutions in cybersecurity, transport, education, agriculture, labour, wildlife, water and other sectors.
President Ruto appointed Martin Koyabe as the Non-Executive Chairperson of the Board of Directors of the National Cybersecurity Agency.
Koyabe will serve for a three-year term effective August 21, 2026, under the State Corporations (National Cybersecurity Agency) Order, 2026.
“IN EXERCISE of the powers conferred by section 7 (a) of the State Corporations (National Cybersecurity Agency) Order, 2026, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— MARTIN KOYABE (DR.) to be the Non-Executive Chairperson of the Board of Directors of the National Cybersecurity Agency, for a period of three (3) years, with effect from the 21st August, 2026,” read part of the Gazette notice.
Ruto Makes Fresh Reappointments, Names Joseah Cheruiyot as KMTC Board Chair
The President also appointed Lynette Njeru as the Non-Executive Chairperson of the Railway Development Levy Fund Board for a three-year period.
Additionally ,Ruto reappointed Joseah Kiplangat Cheruiyot as Chairperson of the Board of Management at the Kenya Medical Training College (KMTC) for another three years.

The appointments extended beyond the offices of the President, with Cabinet Secretaries making changes across several government institutions.
National Treasury Cabinet Secretary John Mbadi reappointed Patrick Kimemia Ndirangu, Lucy Chepkemoi, Amos Simiyu Makokha and Ali Mohamed Haji as members of the Public Procurement Regulatory Board for a period of three years beginning August 21, 2026.
Elsewhere, Interior Cabinet Secretary Kipchumba Murkomen appointed Joseph Gitonga Riungu as Chairperson of the Intelligence Service Complaints Board.
Naema Ibrahim Somo, Lawrence Nyalle, Samwel Owino Wakiaga and Charity Kagwi Ndung’u were also appointed as members of the board.
Murkomen further reappointed Hassan Kirua Ole Naado as a member of the National Campaign Against Drug Abuse Authority Board for three years.
Transport and Agriculture Boards Get New Members
Roads and Transport Cabinet Secretary Davis Chirchir appointed Stephen Mutai as a member of the National Transport and Safety Authority Board for three years.
Chirchir also appointed Lynette Njeru, John Cheruiyot Rotich, Meshack Otieno Kidenda, Lee Mutunga and Dr Patrick Nabiswa Koyi as members of the Railway Development Levy Fund Board.
In the agriculture sector, Cabinet Secretary Mutahi Kagwe reappointed Wanyama Musiambo as Non-Executive Chairperson of the Bukura Agricultural College Board of Governors.

Kagwe also appointed Dr Titus Mutwiri to the board and Dr Damaris Maweu as a member of the Pest Control Products Board.
Furthermore, the Tourism and Wildlife Cabinet Secretary Rebecca Miano reappointed Prof Erustus Mutembei Kanga as Director-General of the Kenya Wildlife Service for another three years.
Ogamba and Water CS Makes Fresh Appointments
Water Cabinet Secretary Eric Murithi Mugaa also reappointed John Otee Imoite as Non-Executive Chairperson of the Lake Victoria North Water Works Development Agency while Boaz Cheluget was reappointed as a member of the Athi Water Works Development Agency board.
In education, Cabinet Secretary Julius Migos Ogamba appointed Shem Tai as a member of the Pwani University Council.
Ogamba also made appointments to the councils of Kisiwa, Rift Valley and Kajiado national polytechnics.
Labour and Social Protection Cabinet Secretary Alfred Mutua reappointed David K. A. Siele as Non-Executive Chairperson of the National Labour Board and Areba Omwoyo Samba and Kirui Emily Cherotich as members.
Mutua further appointed Peter Wamoto as Chairperson of the Protective Security Wages Council alongside other members.
