Ruto, Other CSs Make Fresh State Appointments, Including Retired Senior Military Officer

President William Ruto and several Cabinet Secretaries have made fresh appointments and reappointments to various government boards and institutions.
The appointments were published in a Gazette Notice dated Friday, August 28, 2026, naming several individuals to leadership and membership positions across key state agencies.
Education Cabinet Secretary Julius Ogamba, for instance, appointed Daniel Njiru Mugendi and Fred Simiyu Barasa as members of the Kenya Universities and Colleges Central Placement Service (KUCCPS) Placement Board.
Mugendi and Barasa will serve three-year terms.
New Appointments to KMTC, National Research Fund
Four officials have also been appointed to the Board of the Kenya Medical Training College (KMTC).
They are Paul Kaino Cheboi, Eunice Wangui Karanja, Hardlyne Lusui and Joseph Ouma Atonga (Eng.).

Cecilia Mbaka has been appointed Non-Executive Chairperson of the National Board for Social Protection, while Dr Thomas Kiprono Serem has been appointed Non-Executive Chairperson of the Board of Trustees of the National Research Fund.
The National Research Fund will also have Wakiuru Njuguna, Dr Fidelis Mwaka Muia, Dr Samuel Tiriongo and Prof Jane Catherina Ngila serving as members of its Board of Trustees.
New Members Appointed to KIMC, Kenya Yearbook and NACOSTI
Mashati Meitamei has been appointed a member of the Council of the Kenya Institute of Mass Communication (KIMC).
Ndungu Guchu, Jimmy Munyao Mauta and Dinah Samikwo have also been appointed as members of the Kenya Yearbook Editorial Board.
Meanwhile, Davidson M. Mwaisaka, Dr Michael N. Walekhwa and Joel Onditi have been appointed members of the Board of the National Commission for Science, Technology and Innovation (NACOSTI).
Ruto Appoints Retired Major General to Military Veterans Committee
President William Ruto appointed Major General (Rtd) William Kitsao Karisa Shume as the Non-Executive Chairperson of the Advisory Committee on Military Veterans.

Shume is a former senior Kenya Defence Forces (KDF) officer who joined the military in 1986 and was commissioned as an Infantry Officer in 1988.
During his military career, he served in several senior positions, including Deputy Army Commander, General Officer Commanding the Border Security Command, and Infantry Brigade Commander.
He also held various operational and instructional roles and served in several international peace support missions.
Shume was promoted to the rank of Major General in 2020.
His appointment places him at the helm of the Advisory Committee on Military Veterans, which deals with matters concerning the welfare and interests of military veterans.
