Government Re-Advertises NYOTA Project Consultancy Tender

The government of Kenya, through the Ministry of Youth Affairs, Creative Economy, and Sports, has re-advertised the program of Individual Consultant Selection (ICS) for interested individuals.

Kenyan government received financing from the World Bank to facilitate the cost of the National Youth Opportunities Towards Advancement (NYOTA) project.

However, the government wants to apply part of the proceeds for the procurement of ICS for the rollout and Capacity Support Technical Assistant Consultant.

“The Government of Kenya has received financing from the World Bank towards the cost of the National Youth Opportunities Towards Advancement (NYOTA) Project and intends to apply part of the proceeds for procurement of Individual Consulting Services for Roll out and Capacity Support Technical Assistant Consultant Ref No. KE-SDYA-454961-CS-INDV,” read part notice.

ICS is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulation for IPF Borrowers, which was dated July 2016 and later revised in February 2025 (6th Edition), setting forth the World Bank’s policy on conflict of interest.

How the Government Will Select Consultant

The government is seeking a qualified Specialist to undertake the tasks listed in the Terms of Reference.

In addition, the consultant should be in Nairobi and flexible to travel to other counties.

ICS method, which was set out by the World Bank Procurement Regulation, will be used in the process of selecting a Consultant

“A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank Procurement Regulation. Detailed Terms of Reference (ToRs) document for the specialist can be downloaded from https://youth.go.ke/tenders-and-awards/ and www.nyotaproject.go.ke or from the address,” read part notice.

All interested eligible candidates can access additional information from the Project Supply Chain Management Office at NYOTA offices, Bruce House, Standard Street, 3rd Floor, Northern Wing Room No. 321, during official working hours (8.00 a.m. – 5.00 p.m.) and days.

Complete REOI document, which is paginated and stamped/signed on each page and enclosed in a plain sealed envelope marked with the tender reference number and addressed to the Principal Secretary, State Department for Youth Affairs and Creative Economy, P.O. Box 34303 – 00100, Nairobi, Kenya, and should be deposited in the Tender Box at Bruce House 3rd Floor.

All applications should be submitted before Wednesday, November 12, 2025 at 10:00 hours.

Additionally, REOIs will be closed and opened immediately thereafter in the presence of the candidates or their representatives at the NYOTA Boardroom, Bruce House, 3rd Floor Standard Street, Nairobi.
