Another Ruto Ally Summoned by NCIC a Day After MP Didmus Barasa

The National Cohesion and Integration Commission (NCIC) has summoned Nominated Member of Parliament Joseph Wainaina Iraya to appear before the Commission over a matter under investigation.

In a letter dated September 23, 2026, the Commission directed Iraya to appear at its offices on September 30, 2026, at 10:00 a.m.

According to the notice, Iraya is required to appear at Britam Tower, 17th Floor, Upper Hill, Nairobi, for a cohesion inquiry into the matter under investigation.

The summons follows a request by Iraya to have his appearance before the Commission rescheduled. The Commission said his appearance is being made pursuant to Sections 13, 25, 27, 28, 29, 30, 56, 59, 60, 61, 62 and 63 of the National Cohesion and Integration Act.

Joseph Iraya to Respond to Inquiry

NCIC said Iraya will have an opportunity to respond to the issues before the Commission and present evidence.

“At the inquiry you will be afforded an opportunity to respond, adduce evidence and make any representations you wish the Commission to consider before the Commission makes its determination on the material before it,” the notice states.

The Commission added that all other requirements contained in the original summons remain in force.

Commission Seeks Iraya’s Attendance

The letter, signed by NCIC Commission Secretary and CEO Dr Daniel Mutegi Giti, asked Iraya to attend and cooperate with the Commission as it carries out its statutory mandate.The notice did not provide further details about the specific matter under investigation.

NCIC Recently Summoned Didmus Barasa

The latest summons comes shortly after the NCIC summoned Kimilili MP Didmus Barasa over utterances he allegedly made in Sirisia, Bungoma County, on September 19, 2026.

In a letter dated September 22, the Commission said Barasa spoke about leaders from the former Western Province who hold senior government positions, including Principal Secretaries, Cabinet Secretaries, ambassadors and parastatal chairpersons.

According to NCIC, Barasa said such leaders should use their positions to advance the interests of people from the region.

The Commission also cited remarks in which the MP gave an example of how a person from Western Kenya could allegedly favour a candidate from the region during a job interview while disadvantaging a candidate from another part of the country.

NCIC referred to an example involving a candidate from Nyeri named Kamau. According to the remarks cited in the summons, Barasa suggested that a panel member from Western Kenya could deliberately find reasons to reject Kamau despite his qualifications.

Barasa Summoned Over Utterances

NCIC said it was investigating the remarks and summoned Barasa to appear before the Commission for a cohesion inquiry.

“Pursuant thereto, you are hereby summoned pursuant to sections 13, 25, 27, 28, 29, 30, 56, 59, 60, 61, 62 and 63 of the National Cohesion and Integration Act, to appear before the Commission at its offices situated on the 17th Floor, Britam Tower, Upper Hill, Nairobi on 29th September, 2026 at 10:00 am for a Cohesion Inquiry into the matter under investigation,” the letter read.

Barasa’s summons preceded the notice issued to the nominated MP, who has been directed to appear before the same Commission on September 30, 2026, for a separate cohesion inquiry.
