Mbadi Appoints Kevin Onyango, Dennis Miskellah to LAPFUND

National Treasury Cabinet Secretary John Mbadi Ng’ongo has appointed Kevin Owango Onyango and Dr Dennis Miskellah to the Board of Trustees of the Local Authorities Provident Fund (LAPFUND) for a three-year term.

The appointments took effect on October 9, 2026, following the publication of Gazette Notice No. 15978 in the Kenya Gazette.

“IN EXERCISE of the powers conferred by section 5 (1) of the Local Authorities Provident Fund Act, the Cabinet Secretary for the National Treasury appoints—Under paragraph (c)—Kevin Owango Onyango, Under paragraph (d)—Dennis Miskellah to be Members of the Board of Trustees of the Local Authorities Provident Fund, for a period of three (3) years, with effect from the 9th October, 2026,” the notice stated.

The notice, dated October 9, identifies Onyango under paragraph (c) and Miskellah under paragraph (d) of Section 5(1) of the Act.

Miskellah also serves as the Deputy Secretary General of the Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU), which represents medical professionals in Kenya.

Meanwhile, a proposed Local Authorities Provident Fund (Amendment) Bill, 2026, seeks to transform LAPFUND into the County Governments Retirement Fund to align the scheme with Kenya’s devolved system of government.

The proposed reforms address employee and employer contributions, retirement benefit payments and the transfer of members, assets, liabilities, rights and obligations to the proposed successor fund.

Separately, five former LAPFUND directors have been involved in a court dispute concerning their appointments.

The proceedings also involved an application for contempt of court against two senior officials.

Atellah Congratulates Dennis Miskellah on His Appointment

Following the announcement, KMPDU Secretary General Davji Bhimji Atellah congratulated Miskellah on his appointment and highlighted the pension contributions that county governments have yet to remit.

“Huge congratulations to Dr. Dennis Miskellah( @MiskellahMD ) on your appointment as Trustee of the Local Authorities Provident Fund (LAPFUND)! You assume this role at a critical moment, with counties owing over Ksh 100B in unremitted pension contributions,” he said.

Atellah said county governments owe more than Ksh 100 billion in unremitted pension contributions.

He also expressed confidence that Miskellah would push for compliance and help protect workers’ retirement savings.

“I am confident you will champion strict compliance and ensure workers’ hard-earned savings are fully safeguarded. Wishing you a successful and impactful 3-year tenure!” he said.
