Former Governor Included in Latest Appointments by Ruto and Cabinet Secretaries

President William Ruto, Chief Justice Martha Koome, and several Cabinet Secretaries (CS) have made appointments in the latest edition of the Kenya Gazette, published on November 21, 2025.

Ruto re-appointed James Waore Dianga as the Non-Executive Chairperson of the Board of Directors for the Lake Basin Development Authority, effective November 21, 2025, for a three-year term.

This follows powers under the Lake Basin Development Authority Act (Cap. 442).

Agriculture CS Mutahi Kagwe re-appointed John Mtuta Mruttu as a Member and Non-Executive Chairperson of the Agricultural Finance Corporation Board, both for three-year terms starting November 21, 2025, under the Agricultural Finance Corporation Act (Cap. 323).

Energy and Petroleum CS Opiyo Wandayi appointed Francis Agar (Eng.) as a Member of the Nuclear Power and Energy Agency for three years, effective November 21, 2025, pursuant to the Energy Act, 2019.

Education CS Julius Migos Ogamba appointed Prof. Peter Keiyoro as the Non-Executive Chairperson of the Council for Tharaka University, for a three-year term from November 21, 2025, under the Universities Act (Cap. 210).

Judicial and Legal Appointments

Chief Justice Martha K. Koome made several key appointments to enhance judicial operations and alternative dispute resolution:

Established the Chepkemel Magistrate’s Court under the supervisory jurisdiction of Kericho High Court, effective December 1, 2025, per the Civil Procedure Act (Cap. 21).

Appointed a 16-member Steering Committee on Mediation for a five-year term starting November 24, 2025, under the Judicial Service Act (Cap. 185B).

Chaired by Hon. Mr. Justice Aggrey Otsyula Muchelule, the committee includes: Hon. Mr. Justice George Vincent Odunga (MAC Chairperson), John Ohaga, SC, FCIArb (Ethics Nominee), Lady Justice Jemima Wanza Keli (Employment and Labour Relations Court), Justice Munyao Sila (Environment and Land Court), Lady Justice Caroline Kendagor (High Court), Caroline Kabucho (Registrar Magistrates Court), Charles Mutinda (Office of the Attorney Genera), Paul Wanga (Law Society of Kenya), Josephine Oyombe (Law Society of Kenya), Anne Ireri (Federation of Women Lawyers Kenya), Raimond Molenje (Kenya Bankers Association), Peter Kwenjera (Academia), Josephat Kilonzo (Office of the Chief Justice), Dan Dennis Mutugi (Kenya Judiciary Staff Association) and Grace Nasike Sitati (Secretary and Head of Mediation Secretariat).

Appointed members to the National Council on the Administration of Justice (NCAJ) Standing Committee on Criminal Justice Reforms for three years.

Chaired by Hon. Justice Grace Ngenye, members include: Hon. Justice Francis Andayi (Judiciary), Christine Njagi (Judiciary), Jacinta Nyamosi (Office of the Director of Public Prosecutions), Robert Oyiembo (Office of the Director of Public Prosecutions), Peter W. Thuku (National Police Service), Dixon Mwakazi (Kenya Prisons Service), Kennedy N. Mutiso (Office of the Attorney-General), Augustine Kitonyi (Directorate of Criminal Investigations), Ben Murei (Ethics and Anti-Corruption Commission), Julie Wahonya (Ms.) (Witness Protection Agency), Caroline Atieno (Ms.) (Probation and Aftercare Services), Festus Kinoti (Independent Policing Oversight Authority), Zulfa Roble (Ms.) (Law Society of Kenya), Milka Olando (Dr.) (Ministry of Health), Brigadier Yvonne Kerubo (Ministry of Defence), Vincent Opondo (National Crime Research Centre), Brian Kituyi (Kenya National Commission on Human Rights)

Others are Mary Kimari (Dr.) (The Commission on Administrative Justice), Ruth Kihuria (International Justice Mission), Julie Matheka Wayua (International Commission of Jurists-Kenya Section), Lenson Njogu (Legal Resources Foundation), Miriam Bomett (Kenya Association of Manufacturers), Emily Mubichi and Julliet Owala (Joint Secretaries, NCAJ)

Appointed Ilham Hisham Said (Ms.) (Law Society of Kenya) to the NCAJ Working Committee on Review of Laws on Sexual Offences and Gender-Based Violence (SGBV), revoking the appointment of Irene Ndegwa (Ms.).

Appointed Hon. Harrison Barasa (Judiciary) to the NCAJ Committee on Anti-Corruption, revoking the appointment of Hon. Thomas Nzioki.

County Appointments

Makueni County: Governor Mutula Kilonzo appointed members to the Makueni County Climate Change Fund Board for five years: Justus Katumo Mutweia, Jechoniah Kimolo Kitala, and Rev. Robert Mwinzi Kimina.

Wajir County: Governor Ahmed Abdullahi appointed the Wajir County Public Service Board: Abdi Adan Ahmed (Chairperson), Mohamed Adow Abdi (Secretary), Osman Ahmed Abdi, Farhiya Abdirahman, Siyad Dakat, Ahad Hassan Ali, and Amina Yussuf Mohamed, for six years.

Makueni County (Water Sector): Acting CECM Japheth Mang’oka appointed the Board of Directors for Wote Water and Sewerage Company Limited (WOWASCO) for three years: Joseph Mwinzi Mututa (effective April 2, 2024), Irene Mbithe Kithusi, Dr. Charles Nzioka, Amos Ndunda Mutuku, and John Muli Kiamba (all effective April 1, 2025).
