CMA Clarifies Dangote IPO Status as Kenyan Investors Show Interest

The Capital Markets Authority (CMA) has clarified the status of the Dangote Petroleum Refinery and Petrochemicals FZE Initial Public Offering (IPO) in Kenya amid information circulating about the investment opportunity.
In a public notice dated September 21, CMA said the IPO is regulated in Nigeria and has not been submitted to the CMA for consideration and approval under Kenya’s applicable legal and regulatory framework.
“The Capital Markets Authority (CMA) notes the information circulating in relation to the Dangote Petroleum Refinery and Petrochemicals FZE Initial Public Offering (IPO). This public offer is regulated in Nigeria and has not been submitted for consideration and approval by CMA under the applicable Kenyan legal and regulatory framework,” read part of the notice.
The authority urged members of the public to verify investment information and offering documents through official channels before making any financial commitments.
CMA Warns Investors Against Unverified Payments
CMA also cautioned members of the public against making payments or providing personal and financial information based on unverified investment information.
“Members of the public are advised to only rely on official communication from the relevant regulators, issuers, and authorised channels in respect to any public offer,”

The authority said this would help members of the public avoid acting on potentially misleading information circulating about the investment opportunity.
It further advised investors to conduct investment transactions only through licensed capital markets intermediaries.
CMA said investors can confirm whether an intermediary is licensed through its official online licensee database.
“Investors are urged to undertake all their investment-related transactions only through licensed capital markets intermediaries, whose license status can be verified through https://licensees.cma.or.ke/,” CMA stated.
The authority reiterated its commitment to promoting orderly, fair and efficient capital markets while protecting investors in line with its mandate.
Dangote IPO Sparks Interest in Kenya
The CMA clarification comes amid growing interest among Kenyan investors in the Dangote Petroleum Refinery and Petrochemicals IPO, which opened in Nigeria on September 14, 2026.

Reports have highlighted possible ways local investors could gain access to the offer, with discussions also taking place on how investors in Kenya could participate through cross-border arrangements.
The Nairobi Securities Exchange has been reported to be in discussions with Dangote, the Nigerian Exchange and regulators on possible access for Kenyan investors, while other investment platforms have advertised ways for Kenyans to apply for shares.
However, the IPO is currently located in Nigeria and Kenyan investors cannot subscribe through the NSE, hence the Capital Markets Authority clarification.
