East African Portland Cement Announces Final Phase of Land Regularization Ahead of Titling

East African Portland Cement PLC (EAPC) has announced the final phase of its land regularization exercise, warning that unclaimed plots will be offered to the public for purchase once the process closes.

In a notice issued on July 14, EAPC said the regularization exercise covering land parcels L.R. No. 8784/144, 8784/145 and 8784/653 will officially end on July 28, 2026.

The exercise follows an earlier notice published on October 17, 2023, which invited members of the public with claims to plots within the affected land to express their interest within 14 days.

“REGULARIZATION PROCESS OVER L.R NO. 8784/144, 8784/145 & 8784/653 (“THE LAND”] . Further to the notices issued on the Daily Nation on the 17th of October 2023 (the “Company”] wishes to notify the general public that the notice issued on the 17th of October 2023 required that members of the public with claims to certain plots within the Land express their interest within 14 days of the notice,” read part of the notice.

EAPC Issues Final Land Regularization Notice

According to EAPC, the company has been implementing the regularization process since the initial notice and is now entering the final stage before the issuance of title deeds.

The company directed all participants in the exercise to pay their respective regularization fees by August 15, 2026, to facilitate the titling process.

“Those who participated in the exercise are therefore notified to pay any and all regularization amounts by the said 15th August 2026 to enable us progress to titling,” the notice stated.

In addition, EAPC noted that all payments should be made through its consultant, HFCB Properties Limited, using the designated payment channels already communicated.

The company also warned that individuals who fail to settle the required regularization amounts by the stipulated deadline will be required to vacate the plots they currently occupy.

“Those who shall not have paid the regularization amount are informed and required to vacate any plots they may be occupying forthwith,” the company said.

Company Sets Up Help Centre

EAPC further announced that any plots that remain unclaimed after the regularization exercise closes will be made available for sale to members of the public at competitive market rates.

“All unclaimed plots shall be offered to the general public for purchase at competitive rates upon the lapse of this notice,” the company added.

To assist affected land claimants, EAPC said a site office has been established by its consultant, HFCB Properties Limited, where members of the public can obtain information regarding payments and the completion of the regularization process.

The company advised those seeking clarification on the exercise to visit the site office or contact either East African Portland Cement PLC or HFCB Properties Limited using their official contacts.
