Ex Governor Charged Afresh in Ksh 351 Million Corruption Case

Former Murang’a Governor Mwangi Wa Iria has been charged afresh alongside six other individuals and two companies over a Ksh 351 million corruption case at the Milimani Anti-Corruption Court.
The Director of Public Prosecutions (DPP) amended the charge sheet in the case, which involves allegations of fraud, money laundering, unlawful acquisition of public property and conflict of interest.
“The Director of Public Prosecution (DPP) has today charged afresh the former Governor of Murang’a County and eight others at the Milimani Anti-Corruption Court following the amendment of the initial charges in the Ksh. 351,097,491.15 case,” DPP stated.
Mwangi Wa Iria Pleads Not Guilty
Wa Iria appeared before Chief Magistrate Harrison Barasa alongside Jane Wanjiru Mbuthia, David Maina Kiama, David Maina Njeri, Jane Waigwe Kimani, Solomon Mutura Kimani and Peter Muturi Karanja.
Meanwhile, Top Image Media Consultants Limited and Value View Limited also faced charges as accused companies.
The accused persons and the two companies pleaded not guilty to the amended charges.
The prosecution charged them under the Anti-Corruption and Economic Crimes Act (ACECA) and the Proceeds of Crime and Anti-Money Laundering Act (POCAMLA).
Ksh 351 Million Loss Allegation
According to the prosecution, the alleged offences took place between October 21, 2014, and June 19, 2017, in Murang’a County.

The DPP alleged that Mwangi Wa Iria, directors of Top Image Media Consultants and Value View Limited, and the governor’s personal assistant conspired to commit corruption through fraud involving a media-buying contract awarded to Top Image Media Consultants Limited by the Murang’a County Government.
“The court heard that between 21st October, 2014 and 19th June, 2017 in Murang’a County within the Republic of Kenya, being the Governor of Murang’a County, Directors of Top Image Media Consultants and Value View Limited and Personal Assistant to the Governor of Murang’a County conspired to commit an offence of corruption, to wit, fraud in respect of a contract with provision of media buying services awarded to Top Image Media Consultants Limited by Murang’a County Government leading to loss of public property amounting to Ksh. 351,097,491.15,” DPP stated.

Five Additional Charges
In addition to the fraud allegation, the accused persons face charges of money laundering, unlawful acquisition of public property, conflict of interest and dealing with suspect property.
The charges fall under Section 47 (2)(a), read together with Sections 47 (1) and 48 (1) of the Anti-Corruption and Economic Crimes Act, 2003.
The amended charges also allege that Mwangi Wa Iria had a private interest in contracts between the Murang’a County Government and Top Image Media Consultants and received Ksh 31.8 million from the company.
Meanwhile, Chief Magistrate Harrison Barasa allowed the DPP to amend the charge sheet after ruling that the amendment was within the law.
The prosecution team comprised Susan Keli, Jeremiah Walusala, Boris Atuti and Belinda Nakhanu.
The court will mention the matter on September 17, 2026.
