Gachagua Alleges Ruto Administration Plans Ksh 6.2B Loot Through Supplementary Budget

Former Deputy President Rigathi Gachagua has claimed President William Ruto is engaged in a “looting spree” after presenting Supplementary Budget II for the 2025/26 fiscal year, where Ksh 6.2 billion was slated to be siphoned from the Exchequer.

Gachagua stated in a statement on June 18, 2026, that this cash would be disbursed through budget votes, camouflaged as ‘maintenance and operating’, ‘other operating expenses’, and ‘security operations.’

He added that it would pass through the State House, Office of the Deputy President, the State Department of Internal Security, and the National Intelligence Service.

“This is money for bribing voters, paying goons, buying MPs and Senators, counter-productive empowerment programmes and the Ol Kalou by-election,” stated Gachagua.

“This is happening when hospitals have no drugs, cancer patients are in deep pain, our students have no capitation, university and college students have no funding, name it!” added Democracy for the Citizens Party leader.

The Treasury’s Supplementary Budget II is set to increase the overall spending by Ksh 17.29 billion from the initial Ksh 4.4 trillion to Ksh 4.6 trillion for the fiscal year.

Recurrent expenditure would go up by Ksh 8.1 billion.

Budgetary Allocations: Sports, Intelligence, State House, DP’s Office, MSMEs, and Education See Increases Amidst Public Expenditure Concerns

The most significant budget hike was allocated to the Sports Department, which was allocated Ksh 4.1 billion, thus increasing its budget to Ksh 29.26 billion from the initial Ksh 25.16 billion.

The National Intelligence Service would receive Ksh 3.5 billion, pushing its budget to Ksh 64.9 billion from the initial Ksh 61.4 billion.

State House budget would also increase by Ksh1 billion to Ksh 18.54 billion from Ksh 17.54 billion, while that of the Office of the Deputy President would increase by Ksh 200 million to Ksh 5.3 billion from Ksh 5.1 billion.

The allocation for MSMEs would go up by Ksh 3.8 billion to Ksh 12 billion, while the Education budget will increase by Ksh 1.5 billion to Ksh 132.6 billion.

This comes at a time when pressure is building on the government to cut public expenditure, as citizens struggle with the high cost of living and brace for new taxes to finance the 2026/27 financial year.

The government did not comment on the allegations by press time.
