Ogamba Sends Warning to Principals as Government Releases KSh18.5 Billion for Term 3 Capitation

Education Cabinet Secretary Julius Migos Ogamba has warned school heads against misusing public funds or imposing unauthorised levies as the Government releases Ksh18.5 billion in Term 3 capitation.
In a statement on August 24, Education Cabinet Secretary (CS) Julius Migos Ogamba said Term 3 of 2026 has officially begun with basic education institutions (pre-primary, primary, junior and senior schools) opening across the country.
“To facilitate seamless operations and the conduct of school activities in the new term, the Government has already released Ksh. 18,508,271,486.60 as capitation for Term 3 for learners in all public basic education institutions,” Ogamba said.
The amount has been apportioned as follows across the various levels of basic education as follows:
- Free Primary Education – Ksh 1,401,089,978.50
- Free Day Junior School Education – Ksh 6,143,719,839.60
- Free Day Secondary Education – Ksh 10,963,461,668.50
CS Ogamba Warns School Heads
Besides, CS Ogamba reaffirmed the government’s commitment to fulfil its duty to learners and educational institutions, in line with Article 53(1)(b) of the Constitution that entitles every child to free and compulsory basic education.
He warned principals and head teachers against misusing the funds and charging illegal levies in schools.
The CS said the Ministry of Education will decisively handle confirmed cases of misappropriation and imposition of such levies.

“School heads and principals are directed to ensure prudent use of these public resources entrusted to their care for the benefit of learners, and to desist from imposing any unauthorised levies. As a Ministry, we will deal firmly with any verified cases of misappropriation of resources and the imposition of unauthorised levies,” he said.
This comes amid concerns after the Kenya Union of Post-Primary Education Teachers (KUPPET) issued a seven-day ultimatum to the Teachers Service Commission (TSC), threatening a nationwide strike unless the commission promotes all teachers as promised by President William Ruto.

KUPPET Warning
KUPPET says the TSC has promoted only 34,000 of the 50,000 teachers the President directed it to promote in September 2025, leaving thousands of teachers awaiting promotion.
KUPPET Secretary General Akelo Misori accused the TSC of failing to implement President William Ruto’s directive to promote 50,000 teachers, warning that the union could resume nationwide strike action if the issue is not resolved within seven days.
“In the event that the Teachers Service Commission does not do justice to this, then they are calling back industrial action that we had thought was now behind us,” he added.
