IPOA Updates on Protest Killings Ahead of Planned Demonstrations

The Independent Policing Oversight Authority (IPOA) has provided an update on investigations into deaths linked to the 2024 protests ahead of the June 25, 2026, planned protests.

In a statement which was issued on June 22, 2026, IPOA said a total of 62 deaths were recorded during the 2024 Finance Bill protests.

According to the IPOA, three of the cases are currently before the courts, while three others have been forwarded to the Office of the Director of Public Prosecutions (ODPP) for review and direction. One case is undergoing internal legal review.

IPOA further disclosed that four cases were closed following internal investigations, while five others were closed in accordance with directions issued by the ODPP.

Court Cases

The remaining 46 cases are at various stages of investigation, which are currently ongoing.

Additionally, IPOA explained in the notice that investigations like these are usually complex and require collaboration with multiple institutions, such as the National Forensic Laboratory for forensic examinations.

Such processes can influence the speed at which the investigations take place, as well as insufficient evidence in some cases, which prevents them from progressing.

The oversight body emphasized that not all completed investigations automatically result in prosecution, as cases must meet the required evidentiary and prosecutorial thresholds before criminal proceedings can commence.

Death Cases

“The three cases before court are those in which the evidence and prosecutorial thresholds have been met, enabling criminal proceedings to commence,” IPOA said.

IPOA also provided an update on investigations arising from subsequent demonstrations.

The authority said it registered 27 death cases linked to the June 2025 Gen Z Memorial demonstrations.

Of these, one case is before the court while 26 remain under active investigation.

Saba Saba Demonstrations

Additionally, IPOA recorded 38 death cases arising from the July 2025 Saba Saba demonstrations.

Two of the cases were closed internally, while 36 are still under investigation.

According to IPOA, the three major public order management events of the 2024 Anti-Finance Bill protests, the June 2025 Gen Z Memorial demonstrations, and the July 2025 Saba Saba protests have collectively generated 127 deaths.

Accountability Measures

On calls for greater accountability, IPOA said it has adopted several measures which are aimed at accelerating investigations.

These include fast-tracking cases, implementing a backlog reduction strategy, recruiting additional investigators, and strengthening collaboration with stakeholders to ensure IPOA matters receive priority attention.

IPOA also stated that it does not publicly disclose details of cases currently under review by the ODPP in order to protect the integrity of the prosecutorial process and avoid prejudicing potential criminal proceedings.
