Maraga Issues 7 Tough Demands to Ruto and Police IG Kanja

On June 28, 2026, Former Chief Justice Emeritus David Maraga made seven demands to President William Ruto and Inspector General of Police Douglas Kanja.
He criticized what he described as a “dangerous pattern” of unlawful policing across Kenya.
Maraga spoke from his campaign headquarters in Kileleshwa, Nairobi, in a statement titled “Unmask the Abuse: Unlawful Policing and Protection of Constitutional Rights.”
He accused security forces of hiding their identities, using too much force, and acting in ways that block accountability.
The CJ Emeritus called for a public explanation from President Ruto regarding the violent dispersal of a peaceful procession in Nairobi on June 25.
The event commemorated lives lost during Genz protests over the past two years.

Former Chief Justice Maraga Demands
Maraga reported that officers arrested some citizens at Parliament and released others who described being tortured.
One participant, Davis Lichuma, is still missing.
Maraga listed four minimum demands for IG Kanja.
He said all officers deployed in public operations must be clearly identified at all times, as required.
He demanded clear command responsibility for all public order operations and said it must be established and publicly communicated.
The former Chief Justice insisted the constitutional right to peaceful assembly must be fully and unconditionally respected.
He also demanded that the police account for all missing persons following last week’s procession, with particular emphasis on Lichuma’s whereabouts.

Former Chief Justice Condemns Violent Dispersal of Peaceful Assemblies, Citing Rule of Law Concerns
Maraga questioned why citizens face violent dispersal after following legal notification procedures for peaceful assembly.
He asked whether different instructions go to different units and whether killer squads operate outside the law to intimidate citizens.
“Our country must be governed by law, not fear,” Maraga concluded.
He said policing is a public duty, not a license for violence, and warned that Kenya cannot normalize masked violence or force against citizens exercising their rights.
Maraga said officers who hide their identities while carrying out state operations undermine the constitutional order they swore to uphold.
