Murkomen Forms Multi-Agency Team to Track NGOs at Risk of Terror Financing

Interior Cabinet Secretary Kipchumba Murkomen has formed a multi-agency working group to identify and track non-profit organisations suspected of financing terrorism.

In a gazette notice dated Friday, September 4, 2026, Murkomen established the Multi-Agency Coordination Working Group on Non-Profit Organisations at Risk of Terrorism Financing.

“IT IS notified for the general information of the public that the Cabinet Secretary for Interior and National Administration has constituted a working group to be known as the Multi-Agency Co-ordination Working Group,” The notice states.

The Working Group will consist of officials from the Ministry of Interior and National Administration, Office of the Attorney-General, Public Benefit Organizations Regulatory Authority, Business Registration Service, Registrar of Societies, Director of Social Development, National Counter-Terrorism Centre, and Financial Reporting Centre.

According to the Gazette Notice, the Working Group “shall act as a forum for consultation and co-operation” on issues concerning non-profit organizations involved in terrorism financing.

Its mandate involves the coordination of the identification of non-profit organizations engaged in charitable activities that may be at risk of being used to support terrorism financing.

The team will also perform risk-based monitoring of organisations under higher risk; warn the sectors concerned; and coordinate the response to terrorism-financing risks in the non-profit sector.

Murkomen also placed the Working Group in charge of overseeing the implementation of agreed measures on terrorism financing within the sector.

The team will offer a forum for members to disseminate and exchange information related to terrorism-financing risks to the non-profit sector.

The Gazette empowers the Working Group to formulate procedures and work plans, scrutinise reports, policies and legislation, and carry out studies or research required to assist the Working Group.

Working Group Composition Details

The group may also co-opt any individual or institution relevant to its work.

Chair of the Working Group will be the Ministry of Interior and National Administration, with secretarial support from the Public Benefit Organizations Regulatory Authority.

Annual Reporting Requirements

The Group shall also provide an annual report to the Interior Cabinet Secretary on its activities.

“The Working Group shall prepare and submit to the Cabinet Secretary for Interior and National Administration an annual report of its activities,” the notice states.

Murkomen noted that the creation of the team is not to imply that all non-profit organisations are engaged in terrorism financing, but rather to create a framework within which identified organisations of greater risk can be observed.
