Ruto and CSs Announce Fresh State Appointments, Atwoli Among Key Names

President William Ruto and several Cabinet Secretaries have made fresh appointments and reappointments to State boards and councils, with veteran trade unionist Francis Atwoli among those retaining his position.

Ruto appointed Henry Gichuhi Kinyua as the Non-Executive Chairperson of the Coffee Board of Kenya for a three-year term effective September 4, 2026.

The appointment was made under Section 7(1)(a) of the Coffee Act, according to a Gazette Notice dated September 4.

Atwoli, meanwhile, was reappointed to the National Labour Board alongside Jacqueline Mugo, Dr Charles Kireru, Dickens Ouma, Moss Ndiema and Atie Swaleh Ramadhan.

Labour and Social Protection Cabinet Secretary Alfred Mutua made the reappointments, with the members set to serve for another three years.

New appointments across key sectors

The latest changes extend beyond the Coffee Board and labour sector, with appointments announced across agriculture, science and technology, education, energy, water, ICT and enterprise development.

Prime Cabinet Secretary and Foreign Affairs CS Musalia Mudavadi appointed Prof Vasey Mwanja as the Non-Executive Chairperson of the National Commission for Science, Technology and Innovation for a three-year term.

Treasury CS John Mbadi reappointed Michael Waititu Maina to the Nairobi International Financial Centre Authority, while Energy CS Opiyo Wandayi appointed Dr Francis Ndwiga Benson to the Energy and Petroleum Regulatory Authority board.

ICT CS William Kabogo appointed Richard K. Makenga to the Information and Communications Technology Authority board. Kabogo also renewed the terms of Evalyn Koiyan and Bevin Angellah Bhoke on the Kenya Institute of Mass Communication Council.

Several education institutions also received new or renewed leadership. Dr Stella Keter and Stephen G. Chacha retained their positions on the Kenya Education Management Institute Council, while Ismael Ali Abdullahi and Abdirahman Noor Hassan were appointed to the North Eastern National Polytechnic Council. Wilson A. Mtai was named to the Kisiwa National Polytechnic Council.

At the Kenya Industrial Research and Development Institute, Investments, Trade and Industry CS Lee Kinyanjui appointed Joyce M. Njogu for a three-year term.

Co-operatives and MSMEs Development CS Wycliffe Oparanya also appointed eight members to the Micro and Small Enterprises Authority board.

They are Tobias Ouma Alando, James Kaburu, Wesley Kipkirui Siele, Margaret Gitonga, Timiro Adan Ibraham, Lucia Ndunge Kivila, Susan Nandwa and Adams S. Barasa.

Water-sector boards also saw several changes, including appointments to the Water Services Regulatory Board, Lake Victoria South Water Works Development Agency, Water Resources Authority and Kenya Water Institute.

Other changes included the appointment of retired military officer Capt. (Rtd) Augustine Ekitela to the Kerio Valley Development Authority and Damaris Wanjiru Njoroge as secretary of the Kenya Defence Forces Pensions Assessment Committee.
