OCS Accused of Defiling Minor, Offering Parents Ksh20,000 for Silence

In Kakamega County, a police commander is under investigation due to the alleged defilement of a 16-year-old girl.

The Officer Commanding Station (OCS) at Lumakanda Police Station is under investigation following an incident reported at the station on Sunday afternoon, September 27, 2026, and recorded under OB No. 14/27/09/2026.

Wycliff Kwendo allegedly contacted a resident of the Kambi Moto area in Kipkaren River, saying there is a multi-agency raid and they need to evacuate their home immediately.

The woman and her husband then left their house and met the senior officer along the highway, where he took them to a local bar, where he said he was keeping them safe until morning.

Suspicion Moving

Additionally, the sudden move did not sit well with the woman when she decided to send her husband back home to check what might be going on, and he found their door locked by someone inside.

Their teenage daughter opened the door her parents found the Lumakanda police boss with his shirt unbuttoned and his shoes in his hands.

The matter escalated into a confrontation as the officer begged the girl’s parents to stop escalating the matter and that they should come to an understanding over the same.

Further, the matter continued escalating as the girl’s mother saw a used condom and another unused one on the table, which suggested the police boss did something to her daughter.

Evidence

After seeing the condoms, she took them as evidence, but the OCS could not allow that and he allegedly took his gun and demanded the condoms back or else he would shoot her.

She gave the OCS the condoms in fear for her life, and then he took the parents’ phones to the girl and gave them Ksh 20,000 so that they would keep silent regarding the matter; then he ran away.

Further, the girl was found behind the house on a pile of iron sheets. The matter was then reported to the police, which then triggered an investigation by senior law enforcement officers.

Directorate of Criminal Investigations (DCI) visited the scene and took some things they found as evidence.

On the other hand, the teenage girl was later taken to Lumakanda Sub-County Hospital, where she is undergoing medical treatment and a medical evaluation for evidence.

Western region DCI director Douglas Chikanda says the OCS has been arrested and is being detained at Kakamega police station as investigations continue.
