A petition on low libido and Hypoactive Sexual Desire Disorder (HSDD) has been filed in Kenya’s Parliament, seeking to classify the conditions as disabilities

A petition seeking to have low libido and Hypoactive Sexual Desire Disorder (HSDD) recognized as a disability under Kenyan law has been formally filed in Parliament, with official documents showing it was received by both the National Assembly and the Senate on July 15, 2026.

The petition, submitted by Dr Benson Kibore, states that low libido in men and Hypoactive Sexual Desire Disorder (HSDD) in women are medical conditions associated with psychological, emotional, and relational effects.

It calls on lawmakers to amend existing legal and health frameworks to include the conditions within the scope of disability.

“Ending the ‘bedroom’ crisis in Kenya: time to declare low libido in males & hypoactive sexual desire disorder in females a disability in Kenya,” the petition states.

The petition references provisions in the Constitution of Kenya (2010), including those related to the right to health, human dignity and the protection of the family.

It argues that individuals experiencing these conditions may face challenges that affect their well-being and social relationships.

It further proposes that disability definitions be expanded to include conditions that may not be physically visible but have measurable effects on individuals’ daily lives.

Health and Social Impact of Low Libido and HSDD

The petition outlines the health and social impact of low libido, linking it to mental health concerns such as anxiety, depression and reduced self-esteem, as well as relationship difficulties.

“Low libido is one of the components of male sexual dysfunction, which include erectile dysfunction (ED), ejaculation disorders, and delayed or inhibited orgasm,” the petition states.

The petition also notes reported cases across different age groups and highlights concerns related to the use of unregulated sexual enhancement substances, citing potential health risks.

Proposals Outlined in Petition

The petitioner recommends several measures, including integrating treatment for low libido and HSDD into public healthcare services, developing clinical guidelines, expanding access to counselling and increasing public awareness.

“Establish that persistent Low Libido and Hypoactive Sexual Desire Disorder (HSDD) are medical conditions capable of causing substantial psychological, emotional, relational and functional impairment,” the petition added.

The petition is expected to undergo parliamentary procedures, including review and possible referral to relevant committees for consideration.
