Petition Filed to Remove Education PS Julius Bitok from Office

The Consumers Federation of Kenya (COFEK) has petitioned the Public Service Commission (PSC) seeking the removal from office of Julius Bitok, the Principal Secretary in the State Department for Basic Education.
In a letter dated June 2, 2026, COFEK called for action to be taken against the senior government official, citing constitutional principles of transparency, accountability, and integrity in public service.
The organisation alleged gross misconduct, incompetence, abuse of office, violation of constitutional provisions relating to public finance management, and conduct unbecoming of a State officer.
COFEK Seeks Removal of Julius Bitok From Office
COFEK also stated that its petition is rooted in its statutory mandate as a national consumer advocacy organisation established under the Societies Act, Cap 108, and operating under the Consumer Protection Act, 2012.

The organization said it is legally mandated to advocate for and protect the rights and interests of consumers, particularly in matters relating to public service delivery, institutional accountability, and the rule of law.
“COFEK is mandated to advocate for and protect the rights and interests of consumers, including in matters of public service delivery, institutional accountability, and the rule of law. Pursuant to those objects, and in furtherance of the public interest, COFEK hereby files this Petition against the Principal Secretary, State Department for Basic Education,” read part of the notice.
The federation argued that no public officer is above accountability and urged the PSC to act decisively in safeguarding public interest.
“A Principal Secretary is not untouchable. Article 155(4) of the Constitution is clear, and the Public Service Commission has both the mandate and the obligation to act.”
Government Issues Fresh Directives to Boarding Schools After Utumishi Fire Incident
This comes after Kenyans raised concerns over student safety and dormitory overcrowding, which was highlighted following the Utumishi Girls Academy fire tragedy that claimed the lives of 16 students.

However, Bitok announced that the Ministry of Education has ordered a fresh inspection in all boarding schools across the country to ensure compliance with safety standards and protect learners.
He stated that education officers have been directed to conduct thorough inspections in all boarding institutions over the next 10 days, starting June 2, 2026.
Julius Bitok also added that the inspections will assess whether schools are adhering to the government’s safety requirements, including measures aimed at safeguarding students in dormitories and other school facilities.
