Michele Sensi-Contugi was an Italian-Ecuadorian businessman and senior government official who rose from Ecuador’s private sector to become the country’s intelligence chief and a close associate of President Daniel Noboa.
Born in Italy on August 12, 1982, to an Italian father and an Ecuadorian mother, Michele Sensi-Contugi held Italian and Ecuadorian nationality.
He later built his professional career in Ecuador, first in business before moving into government.
Marriage and Family Life of Michele Sensi-Contugi
Before entering government, Michele Sensi-Contugi married fashion designer Stephany Hollihan Vasconez on May 23, 2008.
The couple had two children and remained together for more than 18 years.
Hollihan built her own career in Ecuador’s fashion and business sectors as she was associated with Sensi Studio, a fashion business in Guayaquil, while corporate records also linked her to the company alongside her husband.
Meanwhile, Sensi-Contugi continued to develop his business interests in Ecuador.
Their family life continued as he expanded his career in the private sector and later prepared to enter public service.
Business Career
Sensi-Contugi built his career as an entrepreneur before joining the government.
His business interests covered several sectors, including rubber and plastics manufacturing, clothing, and biotechnology.
He served as general manager of Senco S.A., a company involved in manufacturing rubber and plastic products.
He also held positions and shares in Sensi Studio and Prolab-Biotechnology S.A., which focused on scientific research and medical development.
Through these ventures, Sensi-Contugi established himself in Ecuador’s private sector. However, his career soon took a different direction when he became involved in national politics.

Entry Into Government
Michele Sensi-Contugi developed a close relationship with President Daniel Noboa during Noboa’s 2023 presidential campaign.
Records showed that he contributed $25,000 worth of promotional goods to the campaign.
Following Noboa’s election, the president appointed Sensi Contugi director general of Ecuador’s Strategic Intelligence Centre, known as CIES, on January 2, 2024.
The appointment moved him from business into one of Ecuador’s most sensitive government positions.
CIES coordinates the country’s intelligence system and provides strategic information to support national security decision-making.
As a result, Sensi-Contugi quickly became an important figure in Noboa’s security administration.
Became Minister of Government
Sensi-Contugi’s responsibilities expanded only a few months later.
On April 21, 2024, Noboa appointed him Minister of Government while he continued to serve as director of CIES.
In that role, he joined the administration’s senior leadership as Ecuador faced major security challenges. However, he did not remain in the ministry for long.
By August 2024, Sensi-Contugi had returned to the leadership of CIES.
He then continued overseeing Ecuador’s strategic intelligence agency and remained closely involved in the government’s national security work.
By 2026, his position carried significant security concerns. In June that year, the government ordered an assessment to determine whether Sensi-Contugi and his family required state protection due to risks linked to his role.

Death of Michele Sensi-Contugi in Samburu Helicopter Crash
Michele Sensi-Contugi and Hollihan travelled to Kenya in August 2026, and their trip ended tragically on Wednesday, August 19, when the helicopter carrying them crashed near Mount Ololokwe in Samburu County.
The Eurocopter EC130 B4 was carrying six passengers and a pilot when it went down at about 9:13 a.m. All seven people on board died.
Ecuador’s government confirmed that Sensi-Contugi and Hollihan were among the victims. Five other victims were American citizens.
Following confirmation of his death, Ecuador’s presidential office extended its condolences to Sensi-Contugi’s family and his wife’s family.
“The National Government expresses its most heartfelt condolences over the sensitive passing of Michele Sensi-Contugi and his wife Stephany Hollihan,” the presidential office said in a statement.
Michele Sensi-Contugi died at 44, ending a career that had taken him from Ecuador’s private sector to the highest levels of the country’s government and intelligence system.
