UK Issues Fresh University Rules That Could Hit Kenyan Students Hard

The UK government has announced strict new measures that could result in universities losing the right to recruit international students if they fail to comply with tightened visa integrity standards.
Under the new rules, higher education institutions must meet specific thresholds on visa compliance, enrolment, and course completion rates, or face sanctions ranging from recruitment limits to a full ban on international student intake.
According to the UK Home Office, universities will be required to meet the following minimum standards:
- Visa refusal rate must remain below 5%
- Course enrolment rate must be at least 95%
- Course completion rate must be at least 90%
“Universities will face a ban on recruiting international students if they fail to enforce new rules to tackle visa abuse,” the UK Home Office stated.
UK to Restrict Universities That Fail New International Student Visa Checks
The department argued that the updated benchmarks are stricter than previous thresholds and form part of a wider effort to curb visa misuse and strengthen oversight of international student sponsorship.

These reforms come amid concerns over the misuse of study visas, with the government stating that asylum claims linked to work, study, and tourist visas have increased more than three times and now account for around 37% of all claims.
The Home Office further noted that student-related asylum claims have since dropped by 30% in the past year, following enforcement actions carried out in collaboration with the education sector.
Elsewhere, the Home Secretary has introduced targeted restrictions on study visas for nationals from Afghanistan, Cameroon, Myanmar, and Sudan following a surge in asylum applications.
Universities Will be Penalized and Marked Red
The UK will also introduce a sliding scale of penalties for universities that fail to recruit responsibly.
Additionally, the department highlighted that from summer 2027, a new traffic light rating system will classify institutions based on their compliance performance.
Universities rated “red” will face restrictions on international student recruitment and will be required to implement a 12-month corrective action plan.

The UK Home Office also revealed that Institutions that fail to improve risk losing their ability to recruit international students entirely.
The Minister for Migration and Citizenship, Mike Tapp, said the UK remains committed to welcoming genuine international students but warned against misuse of the system.
He stated that the visa system must not be used as a “backdoor to asylum and illegal working,” adding that authorities are closely monitoring compliance and will take action where necessary.
