What Kenya’s Diplomatic Number Plates Mean: Colours, Codes and Numbers

Have you ever spotted a red diplomatic number plate on a Kenyan road and wondered what the letters and numbers mean? The distinctive plates identify vehicles connected to diplomatic missions, the United Nations and other international organisations operating in Kenya.
The system is not random. The numbers and letters provide information about the mission or organisation connected to the vehicle.
The Diplomatic Police Unit has explained the different categories of diplomatic number plates and identity cards used in Kenya.
One of the most recognisable diplomatic designations is CD. The Diplomatic Police Unit said CD plates are issued to foreign missions and embassies.
TC Abdullahi Ibrahim of the Diplomatic Police Unit explained that the numbers used alongside CD identify the diplomatic mission.
“For example, number one, we have 1 CD which represents Germany Embassy and 2 CD represents Russia, 29 US Embassy and 22 British Embassy and so forth,” Ibrahim said.
Kenya’s Police Standing Orders also provide that vehicle numbers are placed after the CD or CC designation, with number 1 after CD or CC reserved for the Head of Mission.
The numbering system has therefore been designed to help identify diplomatic missions and the vehicles assigned to them.
What Do the Numbers on Diplomatic Plates Mean?
The number appearing alongside the diplomatic designation is an important part of the identification system. For example, 1 CD represents Germany, while 22 CD represents the United Kingdom and 29 CD represents the United States, according to the Diplomatic Police Unit’s explanation.
Other country codes have also been assigned to diplomatic missions in Kenya. The numbering historically followed the order in which countries established diplomatic relations with Kenya, with Germany, then West Germany, holding the first code.
However, the number should not automatically be interpreted as the rank of the individual driving the vehicle. The diplomatic mission’s vehicle numbering system determines which vehicle carries a particular number.
What Are KX Diplomatic Number Plates?
The KX diplomatic number plates are used for international organisations that are not affiliated with a particular country, according to the Diplomatic Police Unit.
Ibrahim gave the Red Cross and Doctors Without Borders as examples.
“These are international organisations that are not affiliated to any country,” he explained.
This distinguishes such organisations from foreign embassies, which represent individual countries.
What Are DX Number Plates?
The DX category is used for international organisations that are affiliated with a mother country. Ibrahim cited USAID and the German Corporation as examples.
The category therefore identifies organisations that have an international role but are linked to a particular country.
What About UN Number Plates?
Kenya is also home to a major United Nations presence, particularly in Nairobi’s Gigiri area. The Diplomatic Police Unit said UN agencies operating in Kenya include UNHCR, UNICEF, WHO and WFP.
“These are agencies under the UN,” Ibrahim said.
The United Nations Office at Nairobi is the only UN headquarters in Africa and the Global South. The Gigiri complex hosts UNEP, UN-Habitat and more than 40 other UN entities, agencies, funds and programmes.
Kenyan law also provides a separate registration category for United Nations vehicles, with specific plate formats for UN vehicles and certain UN officials and missions.

What Does the Red Colour Mean?
Diplomatic and UN vehicles use white characters on a red reflective background, distinguishing them from ordinary civilian registration plates. This format is provided for in Kenya’s registration rules.
The red background therefore serves as an immediate visual indication that a vehicle belongs to a special diplomatic or international category.
Diplomatic Identity Cards Also Have Different Categories
The diplomatic identification system does not stop at vehicles. The Diplomatic Police Unit said diplomatic identity cards are divided into four categories, identified by different coloured stripes.
- The red stripe is for the person in charge of a mission.
- The blue stripe identifies people working at the United Nations.
- The green stripe is for people working at embassies in the consular section.
- The yellow stripe identifies people working at international organisations.
Kenya’s Police Standing Orders separately provide for diplomatic, consular, administrative and technical staff, as well as officials and staff of UN agencies, with different identity-card categories and colours.

Why Does Kenya Have These Codes?
The different categories make it easier for authorities to identify vehicles associated with diplomatic missions and international organisations.
The National Transport and Safety Authority (NTSA) is responsible for registering and licensing motor vehicles and regulating road transport and safety in Kenya.
The identification system therefore provides authorities with a way of distinguishing diplomatic and international vehicles from ordinary private and commercial vehicles.
The Diplomatic Police Unit also plays a role in matters involving the diplomatic community. The United Nations Office at Nairobi lists the Diplomatic Police Unit among the security contacts serving the UN community in Kenya.
Does a Diplomatic Plate Mean the Driver Is Above the Law?
No.
A diplomatic number plate identifies the status of a vehicle; it should not be interpreted as permission to drive recklessly or ignore road-safety requirements.
The plates are identification tools that help authorities recognise vehicles belonging to diplomatic missions, UN entities and other international organisations.
So, the next time you see a red plate on a Kenyan road, pay attention to the letters and numbers.
Whether it carries CD, KX, DX or a UN designation, those markings can tell you something about the diplomatic or international organisation connected to the vehicle.
