NTSA Suspends Licences of 4 Matatu Operators

The National Transport and Safety Authority (NTSA), in undertaking its mandate, has resolved to suspend the operating licences of four public transport operators following reports of fatal crashes during the December 2025 festive season.

The suspensions also follow the operators’ failure to adhere to the requirements of KS 2295-2023 and non-compliance with various provisions of the National Transport and Safety Authority (Operation of PSV) Regulations, 2014.

Their details are tabulated below.

The Guardian Coach Limited

Incident: Road traffic crash on 6th January 2026 along Nairobi – Naivasha Road, at the Kimende area.

The Company has been given 21 days to comply with the set conditions, failure to which the operating licence.

  • The Company should present twenty-four (24) vehicles with various violations to the respective speed limiter vendors for functionality check.
  • The Company should present twenty-four (24) vehicles with various violations for compliance inspection at Likoni Motor Vehicle Inspection Centre and submit the compliance reports to the Authority.
  • The PSV endorsement classes of the eighteen (18) drivers involved in the speed violations are hereby cancelled, and their driving licenses suspended for a period of ninety (90) days, after which they shall be required to undergo a driver re-test.
  •  The Operator is further directed to immediately disengage the 18 drivers

Nanyuki Express Cab Services Ltd

Incident: Fatal road traffic crash on 4th January 2026 along the Nakuru-Nairobi Highway, at Karai area.

Decision: The Company has been given 21 days to comply with the set conditions; failure to do so will result in the loss of the operating licence.

  • The Company should present one hundred and twenty-eight (128) vehicles with various violations to the respective speed limiter vendors for speed limiter vendors for functionality check.
  • The Company should present one hundred and twenty-eight (128) vehicles with various violations compliance inspection at Nyeri Motor Vehicle Inspection Centre and submit the compliance reports of the vehicles to the Authority.
  •  The PSV endorsement classes of the twenty-six (26) drivers involved in the speed violations are hereby cancelled, and their driving licenses suspended for a period of ninety (90) days, after which they shall be required to undergo a driver re-test.
  • The Operator is further directed to immediately disengage the 26 drivers from all driving duties.

Monna Comfort Sacco

Incident: Fatal road traffic on 23rd December 2025 along Eldoret-Webuye Road at Muhonje area.

Decision: The Authority resolved to suspend the operations of the Company.

  • The Sacco should present all 19 vehicles with various violations to the respective speed limiter vendors for a functionality check.
  • The Sacco should present the nineteen (19) vehicles with violations for compliance inspection at Nakuru Motor Vehicle Inspection Centre and submit the compliance reports of the vehicles to the Authority.
  • The PSV endorsement classes of the driver involved in the speed violation are hereby cancelled, and his driving license is suspended for a period of ninety (90) days, after which he shall be required to undergo a driver re-test.
  • The Operator is further directed to immediately disengage the driver from all driving duties.

Greenline Company Ltd

Fatal road traffic crash on 4th January 2026 along the Nakuru-Nairobi Highway, at Karai area.

Decision: The Authority resolved to suspend the operations of the Company

  • The Company should present all 33 vehicles with various violations to the respective speed limiter vendors for functionality check.
  • The Company should present 33 vehicles with violations for compliance inspection at Likoni Motor Vehicle Inspection Centre and submit the compliance reports of the vehicles to the Authority.
  • The PSV endorsement classes of 29 drivers involved in the speed violations and the fatal crash are hereby cancelled, and their driving licenses suspended for a period of 90 days, after which they shall be required to undergo a driver re-test.
  • The Operator is further directed to immediately disengage the 29 drivers from all driving duties.

Naekana Route 134 Sacco Ltd

Fatal road traffic crash on 2nd January 2026along the Mombasa-Nairobi Road at Konza area.

Decision: The Authority resolved to suspend the operations of the Sacco.

  • The Sacco should present all 128 vehicles with various violations to the respective speed limiter vendors for functionality check.
  • The Sacco should present the one hundred and twenty-eight (128) vehicles violations compliance inspection at Likoni/Machakos Motor Vehicle Inspection Centre and submit the compliance reports of the vehicles to the Authority.
  • The PSV endorsement classes of the eighteen (18) drivers involved in the speed violations and the fatal crash are hereby cancelled, and their driving licenses suspended for a period of ninety (90) days, after which they shall be required to undergo driver re-test.
  • The Operator is further directed to immediately disengage the 18 drivers from all driving duties.
Uwezo Coast Shuttle

Incident: Fatal road traffic crash on 6th January 2026 along Muhoroni-Londiani Road at the Tunnel area.

Decision: The Authority resolved to suspend.

The Company did not honor the Authority’s summons.
