The Directorate of Criminal Investigations (DCI) arrested a suspect accused of forging academic certificates, sparking debate over his academic background.
Victor Ochieng Odhiambo was arrested on Tuesday, March 17, 2026, at Jomo Kenyatta International Airport (JKIA) shortly after arriving from Korea aboard an Etihad Airways flight.
According to the DCI, Odhiambo is wanted for alleged forgery offences under Sections 345 and 349 of the Penal Code, as well as for providing a false document under Section 353.
Investigators claim he forged a Bachelor of Engineering degree certificate, allegedly issued in December 2008, and used it to secure employment as a Senior ICT Officer at Kenya Pipeline Company.
The DCI further stated that the position required a high level of integrity and technical competence, raising concerns over the alleged use of falsified academic credentials.

However, the claims have been challenged by individuals who say they studied with Odhiambo both in high school and at the university.
Several individuals who say they studied with Odhiambo both in high school and at university have questioned the DCI’s claims.
One of his former classmates at Kanga High School, Joel Po Migosi, expressed disbelief at the allegations.
“This government is a total joke. Maybe Victor did something that is a threat to the system,” Migosi said.
Another former schoolmate who identified himself on social media as Minejaa Wuod Uyoma also questioned the timeline provided by investigators.
However, Uyoma questioned the certificate dates, asking whether Victor could have certificates dated 2008, yet he finished high school in 2005.
“DCI, you can accuse Victor of anything but not forged certificates. Maybe accuse him of liking Uji because he liked Nyuka so much. This guy was even brighter than me in class at Kanga High School. But that certificate of 2008 — are you sure? We finished high school in 2005.”
Claims that Odhiambo studied engineering at university were also echoed by individuals who said they were his classmates at Moi University.
Victormanuel Waisy, who identified himself as a former university colleague, said: “This guy graduated from Moi University. He did Computer Engineering.”

Similarly, Abraham Bii said the course name may have changed during their studies.
“He did Computer Engineering, but Moi University renamed it B.Eng Electrical and Electronics in his final year. Something is not adding up. I graduated with him.”
Another user, identified as I Peer Review Tweets, also claimed to have studied with Odhiambo.
“He graduated in 2013. We most likely went to Ngeria School of Technology. He lived in Hostel C. I can confirm he went to Moi University and studied Computer Engineering.”
Despite these assertions, Moi University has not issued any official confirmation regarding Odhiambo’s academic records or the authenticity of the certificate cited by the DCI.
Following his arrest, Odhiambo was arraigned at the Milimani Law Courts, where he pleaded not guilty.
He was released on cash bail of Ksh 300,000 or an alternative bond of Ksh 500,000, with a surety of a similar amount.
The case is scheduled for mention on April 2, 2026.
