Ruto Orders Inclusion of KMTC in HELB Funding Scheme

President William Ruto has directed the inclusion of students at the Kenya Medical Training College in the new tertiary education funding framework, as the government consolidates education financing under a single system.

Speaking on Wednesday, April 15, 2026, during the commissioning of the KMTC Gucha Campus in Kisii County, the Head of State instructed Education Cabinet Secretary Julius Ogamba to ensure the college is fully integrated into the new system.

“As you work around the Bill, ensure KMTC students receive an allocation for the next semester,” Ruto said.

This directive follows the tabling of the Tertiary Education Placement and Funding Bill in Parliament.

Proposed Legislation

The proposed legislation seeks to merge key student support institutions, including HELB, the TVET Fund, the University Fund, and the KUCCPS into a single structure, which is aimed at improving the efficiency in tertiary education financing.

Beyond the funding reforms, the government has also outlined plans to strengthen the capacity of KMTC through additional staff recruitment to keep pace with increasing student enrolment across its campuses.

Education Cabinet Secretary Julius Ogamba had earlier indicated that the Tertiary Education Placement and Funding Bill proposes extending financial support to all categories of tertiary learners.

This includes those pursuing diploma and certificate programmes, a move which is expected to close long-standing gaps that affect students in middle-level training institutions.

KMTC

KMTC remains one of the country’s largest health training institutions, with campuses spread across most counties nationwide.

KMTC has historically played a central role in developing Kenya’s health workforce, with official institutional data showing that more than 85% of middle-level health professionals in the country have undergone training at KMTC at some stage.

KUCCPS Placement

The reforms are being implemented alongside changes in placement procedures after KUCCPS began placing students to KMTC programmes through its centralised system.

This started with the recent placements, which have replaced the earlier model where applicants applied directly to KMTC.

Through the KUCCPS platform, KCSE candidates from previous years are now able to apply for KMTC certificate and diploma programmes alongside university and TVET options.

This has expanded access to medical training opportunities under the national placement framework.
