Gachagua Issues Demands to Ruto, Calls for Resignation of CS Wandayi

Former Deputy President Rigathi Gachagua has issued a list of demands to President William Ruto following a sharp rise in fuel prices announced on Tuesday, April 14, 2026.

While addressing a press conference on Wednesday, April 16, Gachagua called for urgent government action, including the resignation of Energy Cabinet Secretary Opiyo Wandayi and the scrapping of the Government-to-Government (G-to-G) fuel importation framework.

Gachagua criticised the G-to-G deal, arguing that it does not serve the interests of Kenyans and instead benefits select private companies.

“We want to explain that this is not government-to-government. This is the government aligned with private companies to certain interests. If it were truly G-to-G, the Middle East suppliers would be dealing directly with state agencies,” he said.

He further accused the framework of contributing to the current high fuel prices, claiming it lacks transparency and accountability.

Gachagua criticized the G-to-G deal, arguing that it does not serve the interests of Kenyans and instead benefits select private companies.

“We want to explain that this is not government-to-government. This is government to private companies aligned to certain interests. If it were truly G-to-G, the Middle East suppliers would be dealing directly with state agencies,” he said.

He further accused the framework of contributing to the current high fuel prices, claiming it lacks transparency and accountability.

The former DP also demanded that President Ruto direct Parliament to convene a special sitting within seven days to address what he termed as urgent national concerns stemming from the fuel price hike.

Among his key demands was the immediate cancellation of the G-to-G petroleum import deal, which he argued involves “handpicked oil marketing companies” and lacks transparency.

He further called for the resignation of senior officials in the government, including the Energy CS Opiyo Wandayi and Trade CS Lee Kinyanjui, accusing them of being involved in the importation of the Ksh 4.8 billion scandal which was done outside the G to G framework.

In addition, Gachagua urged the government to suspend several levies and taxes affecting fuel and household incomes.

These include the road maintenance levy, which was recently increased from Ksh 18 to Ksh 25 per litre, the affordable housing levy, and National Social Security Fund (NSSF) deductions, which he termed punitive to workers.

He also called on Parliament to remove Value Added Tax (VAT) on petroleum products to ease the burden on Kenyans grappling with the high cost of living.

Gachagua argued that these measures would help ease the financial burden on Kenyans grappling with the rising cost of living.

“On behalf of the people of Kenya, these are the irreducible minimum demands. If no action is taken, we shall announce further measures to compel action,” he warned.

He also hinted at possible nationwide action if the government fails to respond to the demands within the stipulated timeline.
