EPRA Announces Public Consultations on Proposed Electricity Retail Tariffs

The Energy and Petroleum Regulatory Authority (EPRA) has announced nationwide public consultative forums to review the proposed electricity retail tariffs for the 5th Control Period covering 2026/27 to 2028/29.

In a notice dated May 21, EPRA said the consultations follow a retail tariff application submitted by Kenya Power and Lighting Company on behalf of electricity sectors such as GDC, KenGen, KETRACO, and REREC.

According to the authority, the application, submitted under Section 11(b) of the Energy Act Cap 314, seeks approval for electricity pricing for the next tariff control period.

“On behalf of electricity sector players (GDC, KenGen, KETRACO, and REREC), The Kenya Power & Lighting Company Ple submitted for review a Retail Tariff Application to EPRA pursuant to Section 11 (b) of the Energy Act Cap 314 for the sector. The proposed application is for the 2026/27-2028/29 Tariff Control Period (TCP).”

EPRA noted that the review process is in line with constitutional requirements and the Statutory Instruments Act, which mandate public participation in key regulatory decisions affecting consumers.

EPRA to Hold Public Consultations on Electricity Tariff Changes

The Authority will hold public stakeholder forums across the country from May 25 to June 4, 2026, with all sessions running daily from 8:00 a.m. to 1:00 p.m.

EPRA further argued that the forums will provide stakeholders and members of the public with an opportunity to give feedback on proposed tariff adjustments.

How to Submit Written Memoranda

The authority also invited written submissions marked Public Comments on the Kenya Electricity Sector Retail Tariff Application for the 2026/27–2028/29 Tariff Control Period.

EPRA highlighted that the submissions can be sent via email to EconomicRegulation@epra.go.ke or delivered to EPRA headquarters in Nairobi and designated regional offices during working hours.

The deadline for submissions is Friday, June 5, 2026.

EPRA added that a summary of the tariff application is available on its official website and on Kenya Power and Lighting Company’s website for public review.
