How To Access HELB Compliance Certificate

The Higher Education Loans Board (HELB) has explained how Kenyans can access their HELB Compliance Certificate online through the Higher Education Financing (HEF) portal and eCitizen platform.
According to HELB, the compliance certificate is issued to beneficiaries who are up to date with their loan repayment or are still within the repayment grace period after completing their studies.
Non-beneficiaries who never received a HELB loan can also apply for a Non-Loanee Compliance Certificate.
To access the certificate, users are required to log in to the HEF portal using their registered account details.
HELB Compliance Certificate Requirements
After logging in, applicants should navigate to the Self-Service section and select the “Compliance Certificate” option.
The system then verifies the applicant’s repayment status before generating the certificate to be downloaded.
HELB says the service is free of charge and is available online, which eliminates the need for physical visits to its offices.
Beneficiaries who have fully repaid their loans are instead issued with a clearance certificate.

Applicants With Loan Arrears
The loans board further states that applicants who are non-compliant due to loan arrears may not be able to generate the certificate until the outstanding balances are cleared.
The compliance certificate is one of the documents commonly required by employers, government institutions, and other professional bodies during recruitment and application processes in Kenya.
Users are also advised to ensure that their ID numbers, phone numbers, and email addresses are correctly updated on the portal to avoid verification challenges.

HELB Certificate Verificate
Employers are also able to verify the authenticity of certificates using the HELB certificate checker system available on the portal.
There is also the ability to access the services through the HELB mobile application and the USSD code *642#, which allows users to manage loan repayments and other account services digitally.
HELB has continued to digitize its services as part of efforts to improve access and convenience for loan beneficiaries and applicants across the country.
