NEMA Publishes Assessment Report for Proposed 21-Storey Residential Towers in Kilimani

The National Environment Management Authority (NEMA) is currently reviewing an Environmental Impact Assessment (EIA) report for the proposed 21-storey residential development in Kilimani, Nairobi County.
According to a notice by NEMA on Tuesday, Pinklady Properties Limited will construct the project on Plot L.R. No. Nairobi/Block 19/489, along Kindaruma Road in Dagoretti North Sub-County.
Pinklady Properties Limited proposed a 21-storey building with two basement floors, a ground floor, a mezzanine floor, 21 upper floors, and a roof level.
“The proposed development will comprise 198 apartment units in total,” NEMA says.
Impact Mitigation Strategies in Urban Development
The unit mix is: 59 studios, 59 one-bedroom units, 38 two-bedroom units, 38 two-bedroom units with a Domestic Staff Quarters (DSQ), and four three-bedroom units with a DSQ.
The development is also set to have parking, a gym, shops, a playing space, a swimming pool, a sky lounge, lifts, and staircases as well as associated facilities.
The report highlights several predicted environmental impacts that have been listed and the proposed mitigations.
In relation to soil erosion, the report states that the developer will control earthworks, install storm water drainage structures that can break and control storm water flow, as well as proper excavation.
On the reduction of vegetation, only the plot intended for development will be cleared.
“Plant trees, shrubs, and flowers on remaining open spaces,” stated NEMA.
Other predicted impacts in the report are related to hydrology change, air pollution, noise pollution, public health, and safety.
Measures to control these include installing cascades, which will break the impact of water flowing in the drains, and spraying water on stockpiles of earth to keep dust down during the dry seasons.

Specific Mitigation Measures for Noise, Health, Safety, and Resource Management
On the impact of noise pollution, the report states that the developer will erect suitable noise barriers for the compressor and other static equipment, have signs clearly marked as a construction area, ensure that all equipment is well maintained, and adhere to NEMA licensed conditions and the Noise Prevention and Control Rules of 2005.
In relation to public health, occupational health and safety, workers will be trained on OHS, provided with full protective gear, and compensation will be provided for the workers.

Environmental
Traffic management systems will be put in place; security cameras will be installed as well as security guards, while roof catchments are to be used for water conservation.
Waste reduction will also be implemented at the source.
The full report is now available for public inspection during working hours at the NEMA offices and the County Director of Environment office at Nairobi County, and written comments can be sent to the Director General within 30 days of the date of this notice.
