Here are the 10 Worst-Performing Governors

Politrack Africa on Saturday, July 25, 2026, released its Thematic Performance Index for the 2022–2026 period, ranking all 47 governors based on service delivery and public feedback, with the worst-performing governors list highlighting those who received lower approval ratings.

The Worst-Performing Governors list highlights leaders who received lower approval ratings in agriculture, health and water, based on direct citizen evaluations.

The survey ranks governors placed between position 47 and 37, reflecting how respondents rated their performance across key devolved sectors.

It captured both approval and disapproval votes to present an overall view of public satisfaction.

10 Worst-Performing Governors in the Latest Survey

Starting at position 47, Meru County Governor Isaac Mutuma recorded 2,678 “performing” votes (45%) against 3,260 “non-performing” votes (55%). As a result, he scored -582 points from 5,938 evaluations.

Meanwhile, at position 46, Baringo County Governor Benjamin Cheboi received 990 approvals (40%) compared to 1,473 disapprovals (60%). Consequently, he posted -483 points from 2,463 evaluations.

Similarly, at position 45, Marsabit County Governor Mohamud Ali registered 783 “performing” votes (44%) and 1,008 “non-performing” votes (56%). This left him with -225 points from 1,791 evaluations.

In Garissa County, at position 44, Governor Nathif Jama recorded 906 approvals (49%) against 940 disapprovals (51%). He therefore scored -34 points from 1,846 evaluations.

Mid-Lower Tier Performance

In Vihiga County, at position 43, Governor Wilber Ottichilo posted 1,237 “performing” votes (50%) and 1,240 “non-performing” votes (50%). As a result, he registered -3 points from 2,477 evaluations.

Next, at position 42, Nyamira County Governor Amos Nyaribo secured 1,122 approvals (52%) against 1,036 disapprovals (48%). He therefore earned +86 points from 2,158 evaluations.

Likewise, at position 41, Kilifi County Governor Gideon Mung’aro recorded 1,460 “performing” votes (54%) and 1,267 “non-performing” votes (46%). This performance translated to +193 points from 2,727 evaluations.

Slightly Higher but Still in Bottom Group

In Bomet County, at position 40, Governor Hillary Barchok registered 2,981 approvals (52%) against 2,745 disapprovals (48%). As a result, he earned +236 points from 5,726 evaluations.

At the same time, at position 39, Lamu County Governor  Issa Timamy recorded 880 “performing” votes (61%) and 567 “non-performing” votes (39%). This gave him +313 points from 1,447 evaluations.

In Kajiado County, at position 38, Governor Joseph Ole Lenku secured 2,649 approvals (54%) against 2,273 disapprovals (46%). Consequently, he posted +376 points from 4,922 evaluations.

Finally, at position 37, Migori County Governor Ochilo Ayacko recorded 2,754 “performing” votes (57%) and 2,113 “non-performing” votes (43%). This performance earned him +641 points from 4,867 evaluations.

The index uses public voting, where respondents rated each governor as either “performing” or “non-performing.”

As a result, the findings show how residents assess service delivery in key county functions.
