KNEC Slapped With 5 Demands Ahead of 2026 KCSE, KJSEA and KPSEA Exams

Busia Senator Okiya Omtatah has formally written to the Kenya National Examinations Council (KNEC) with various demands ahead of the 2026 KCSE, KJSEA and KPSEA Exams.

In a statement dated August 25, 2026, Busia Senator asked KNEC to disclose details of the procurement process for the printing of the 2026 national examination papers, arguing that public spending on the exercise should be subject to transparency.

The request follows recent public debate over the examination printing tender after KNEC and the State Department for Basic Education appeared before the National Assembly Departmental Committee on Education and indicated that some procurement details could not be disclosed because of national security.

Omtatah acknowledged the need to protect the confidentiality and integrity of national examinations but argued that national security should not be used as a blanket reason to withhold procurement information that is not security-sensitive.

Demands To KNEC

Among the details requested are the tender number, the procurement method used, the date the process began, the number of firms that participated, the evaluation criteria applied, and the identity of the successful bidder.

He also wants KNEC to disclose the total contract value, the budget allocated for the procurement, whether the contract falls within the approved budget, and how much has already been paid or committed under the deal.

The senator further sought information on whether the winning company is Kenyan or foreign, whether any subcontractors were engaged, and whether KNEC verified the firm’s tax compliance with the Kenya Revenue Authority before awarding the contract.

In the letter, Omtatah referenced recent public reports concerning Inform Lykos (SA) Hellas Ltd, a Greek company previously associated with printing Kenya’s national examinations and ballot papers, and reports of scrutiny by the Kenya Revenue Authority over alleged tax liabilities.

No Sensitive Information

However, he clarified that he is not seeking information that could compromise examination security, including the contents of examination papers, security features, printing specifications, secure locations or operational security arrangements.

The senator asked KNEC to provide the requested information within the timeline prescribed under Section 9 of the Access to Information Act.

He also requested that if any information is withheld, the council should identify the specific legal provisions relied upon, explain the reasons for non-disclosure, and release all non-exempt information with only genuinely sensitive sections removed.
