Former IEBC Officer Faces 8 Months in Prison Over Fake Degree Certificate

A former Assistant Elections Officer at the Independent Electoral and Boundaries Commission (IEBC) has been convicted for using a fake degree certificate to seek a promotion.

The Milimani Anti-Corruption Court found George Kipyatich Kibor guilty of uttering a false document in a judgment delivered on September 17, 2026.

The court fined Kibor KSh80,000, with an eight-month prison sentence if he fails to pay the fine.

“In its judgment delivered on September 17th 2026, the Milimani Anti-Corruption Court found Mr. George Kipyatich Kibor guilty of uttering a false document and fined him Ksh 80,000, and in default, he is to serve eight months’ imprisonment,” EACC said.

Investigations by the Ethics and Anti-Corruption Commission (EACC) established that Kibor submitted a forged Bachelor of Business Management (Finance and Banking) degree certificate.

The certificate was purportedly issued by Moi University and was used to support his application for promotion from IEBC Grade 8 to Grade 7.

Kibor was later arrested and charged before the Milimani Anti-Corruption Court on March 10, 2026. He faced charges of forgery of a degree certificate and uttering a false document.

Acquitted of Acquisition of Fake Degree Certificate

Although Kibor was convicted for uttering a false document, the court acquitted him of the forgery charges.

The EACC welcomed the conviction and sentence, saying the outcome should discourage people from engaging in similar criminal conduct.

“The Commission welcomes the conviction and sentence, noting that the outcome serves as a deterrent to individuals who engage in similar criminal conduct,” EACC said.

KenGen Employee Also Sentenced

Kibor’s conviction comes a week after the Anti-Corruption Court sentenced a former Kenya Electricity Generating Company (KenGen) employee over a separate case involving a fake academic certificate.

The court ordered David Mogire Nyabuti to pay Ksh16 million or serve a lengthy prison term after finding him guilty of fraud-related offences linked to his employment at KenGen.

According to the Director of Public Prosecutions (DPP), Nyabuti fraudulently obtained more than Ksh14.9 million in salaries and benefits after securing employment using a false KCSE certificate.

The prosecution said he presented a certificate showing that he had attained a C- in his KCSE examination, while his actual grade was D-.

False Disability Certificate

The court also found that Nyabuti fraudulently obtained a disability certificate from the National Council for Persons with Disabilities.

The certificate enabled him to benefit from tax exemptions between July 2014 and September 2018.

Nyabuti was also accused of using the money he received from KenGen to purchase property and faced charges of uttering false documents.

Senior Principal Magistrate C. Okore ordered him to pay Ksh14,946,118 as compensation for fraudulently acquired public property, or serve five years in prison in default.

He was also fined Ksh900,000 for the same offence, with a further two-year prison term in default.

Nyabuti was convicted on two counts of uttering false documents under Section 353 of the Penal Code. He was fined Ksh200,000 on each count, with a two-year prison term for each count in default.
