IEBC Appoints New Acting CEO After Moses Sunkuli’s Exit

The Independent Electoral and Boundaries Commission (IEBC) has appointed Ruth Kulundu as its Acting Chief Executive Officer and Commission Secretary following the end of Moses Ledama Sunkuli’s six-month tenure in the role.

In an internal memo dated August 4, 2026, IEBC Chairman Erastus Ethekon announced that Kulundu would assume the position effective August 5.

“The Commission has appointed Ruth Kulundu to the position of Acting Chief Executive Officer/Commission Secretary, effective 5th August 2026,” read part of the memo.

Ruth Kulundu Takes Over as Acting IEBC CEO

Erastus said Ruth Kulundu will serve in the acting role for two months or until the recruitment and appointment of a substantive Commission Secretary and Chief Executive Officer is completed.

In addition, the chairman noted that her appointment is intended to ensure continuity in the commission’s operations as the recruitment process is getting finalised.

He further urged the staff members to support the new acting CEO during the transition period.

“During this transition, the Commission requests all staff members to extend their full cooperation and support to Kulundu to ensure our operations continue to run smoothly and efficiently,” Ethekon said.

Before her appointment, Ruth Kulundu served as the commission’s Deputy Chief Executive Officer. She also previously worked as the IEBC County Elections Manager for Siaya County.

Sunkuli’s Acting Tenure Comes to an End

The appointment follows the end of Moses Ledama Sunkuli’s six-month tenure as Acting Chief Executive Officer and Commission Secretary appointed on February 2, 2026.

The Commission stated that Sunkuli would serve in an acting capacity for a period of six (6) months or until the recruitment and appointment of a substantive Chief Executive Officer is finalised.

Following his exit , IEBC thanked him for his service during the transition period after his tenure officially ended on Wednesday.

Meanwhile, this CEO’s position has remained vacant since February 3, 2026, following the exit of former CEO Marjan Hussein Marjan.
