KRA Issues Fresh Directives to Importers and Exporters Ahead of New Cargo Rules

The Kenya Revenue Authority (KRA) has directed stakeholders involved in cargo imports to comply with the new Advance Cargo Declaration platform (ACD) as the authority moves to improve cargo monitoring and streamline clearance processes.
The new digital system requires exporters shipping goods to Kenya, shipping lines, and other relevant stakeholders to submit cargo information electronically before shipment.
“All exporters and shipping lines are required to declare cargo on the Advance Cargo Declaration platform acd.kra.go.ke effective 3rd August 2026,” KRA stated.
Through the platform, KRA receives cargo details in advance, enabling authorities to improve visibility, strengthen risk assessment, and enhance customs management.
KRA urged stakeholders to understand the new procedures and follow the required steps to avoid delays during cargo movement.

KRA Directs How New Process for Cargo Declaration Works
Under the new requirement, exporters or their authorised agents must submit cargo details through the ACD platform, obtain an ACD reference code, and include the code on the Bill of Lading before the shipment leaves the exporting country.

The process allows KRA to access shipment information before cargo arrives in Kenya. Consequently, customs officers can assess risks earlier, improve verification, and reduce possible clearance delays at ports.
Additionally, exporters must complete the declaration process before shipping goods to Kenya to comply with the updated cargo management procedures.

KRA Pushes Digital Cargo Management
Meanwhile, KRA said the ACD platform forms part of its wider efforts to digitise cargo management and modernise customs operations.
Through the system, the authority aims to strengthen transparency, improve cargo tracking, and support faster clearance of goods entering Kenya.
Therefore, importers, exporters, shipping lines, clearing agents, and freight forwarders must familiarise themselves with the new requirements to ensure smooth cargo movement.
