National Land Commission to Allocate Land Titles to Mafisini Squatters in Mombasa

The National Land Commission (NLC) has announced plans to regularise land ownership in the Mafisini Squatters Settlement in Mombasa through the allocation of surveyed land parcels for residential and mixed-use purposes.
In a notice dated August 5, the Commission said it intends to regularise the tenure of parcels Mombasa Municipality Block IV/43–237 on behalf of the County Government of Mombasa in accordance with Section 14 of the Land Act, 2012.
The commission added that the allocation will take place 30 days after the publication of the notice, subject to any valid objections raised during the stipulated period.
“Notice is hereby given that at the expiry of 30 days from the date of publication of this notice, the National Land Commission (NLC), on behalf of the County Government of Mombasa, intends to regularize tenure of parcel Nos. Mombasa Municipality Block IV/43-237 in Mafisini Squatters Settlement for residential and mixed purpose use (Subject to tams, Covenants, Conditions and reservations which shall be included in the conveyance documents) in accordance with Section 14 of the Land Act 2012,” read part og the notice.
National Land Commission Invites Objections Ahead of Mafisini Land Allocation in Mombasa
According to the commission, the land is intended for residential and mixed-purpose use, with the allocation being subject to the terms, covenants, conditions and reservations that will be included in the conveyance documents.
In addition, the National Land Commission has invited members of the public and any other interested parties to submit comments or objections regarding the intended allocation.

Interested persons have been given 15 days from the date of publication of the notice to submit their comments to the Chairman of the National Land Commission.
Further, the Commission noted that if no valid objections are received, the allocation process will proceed at the Commission’s offices located at 316 Upper Hill Chambers, 2nd Ngong Avenue, Nairobi, beginning at 2:30 p.m. on the next working day after the expiry of the 30-day notice period.
“In the absence of any valid objections, the allocation shall take place at the Commission’s office in Nairobi (316 Upper Hill Chambers, 2nd Ngong Avenue) as from 2.30 p.m. on the next working day following the expiry of this notice,” the commission stated.
County Intensifies Land Ownership Regularisation
The commission also stated that the terms of allocation can be inspected at its offices in Nairobi and at the office of the NLC Coordinator in Mombasa County.
Additionally, the Commission noted that the parcels have already been planned and surveyed. Ownership details are available for inspection during working hours at the office of the County Executive Committee Member (CECM) in charge of Lands in Mombasa County, the Director of Surveys in Nairobi, and NLC offices.

The planned allocation comes as Mombasa County continues efforts to address historical land injustices that have left thousands of families living as squatters without formal ownership documents.
Earlier, County Executive Committee Member for Lands Mohamed Hussein Amadoh said the county, in collaboration with the national government, was expanding settlement programmes to several areas, including Mafisini, after completing similar exercises in Kadzandani A and B.
Mohamed Amadoh said the programme has gained momentum following the recent issuance of more than 33,000 title deeds by President William Ruto across the Coast region, a move aimed at securing land ownership for thousands of residents.
He further argued that the initiative is expected to restore dignity to affected families, reduce land-related disputes and empower residents through legal land ownership.
