Ruto’s Lawyer, Former IEBC Commissioner Among 16 Shortlisted for IPOA Chair Job

President William Ruto’s lawyer Duncan Ojwang and former Independent Electoral and Boundaries Commission (IEBC) commissioner Thomas Letangule are among 16 candidates shortlisted for the position of Chairperson of the Independent Policing Oversight Authority (IPOA).
In a notice dated Tuesday, May 26, 2026, the Selection Panel announced that the shortlisted candidates will appear for interviews at the Public Service Commission offices along Harambee Avenue in Nairobi from June 3 to June 5, 2026.
“After considering the applications, the Selection Panel shortlisted sixteen (16) candidates for the position of Chairperson to appear for interviews as shown in the schedule below,” part of the notice read.
IPOA Announces 16 Shortlisted Candidates for Chairperson Interviews
The panel had invited applications for the IPOA chairperson position through newspaper advertisements published on April 28 and April 30, 2026. The application deadline closed on May 19, 2026.
The position fell vacant following the resignation of former IPOA Chairperson Ahmed Issack Hassan after he was appointed a judge of the Court of Appeal.

Besides Ojwang and Letangule, other shortlisted candidates include Jaafar Mohamed Sabir, Patrick Blasius Owiny, Demas Tuikong Kiprono, Kennedy Omoro Mosoti, Vincent Agala Chokaa, Jacinta Nyaboke Nyamosi, Elizabeth Atieno Ayoo, Geoffrey Mogendi Nyaaga, Juliet Wanjiku Murimi, Lilian Bokeeye Mahiri-Zaja, Edward Katama Ngeywa, Walubengo Waningilo, and Longet Terer.
Duncan Ojwang Profile
Ojwang is a lawyer and legal scholar with experience in constitutional law, human rights, and international law.
He previously served as Dean of the School of Law at Africa Nazarene University and has taught law at the University of Nairobi and Africa Nazarene University.
He was also part of President William Ruto’s legal team during the 2022 presidential petition and previously worked as a researcher in Ruto’s International Criminal Court (ICC) case.
Ojwang currently serves as a board member at Kenya Power and frequently appears on local television stations to discuss legal and political matters.
Thomas Letangule Profile
Letangule is a former IEBC commissioner and advocate of the High Court of Kenya. He gained national prominence during the 2013 General Election, where he chaired the IEBC Dispute Resolution Tribunal that handled political party nomination disputes.
He is the founder of Letangule & Company Advocates and has previously been shortlisted for senior public positions, including Director of Public Prosecutions (DPP) and Chairperson of the Ethics and Anti-Corruption Commission (EACC).
The Selection Panel also invited members of the public to submit any credible information regarding the shortlisted candidates through sworn affidavits before May 29, 2026.
