Two Former Public Officers Charged Over Alleged Fake Academic Certificates

The Ethics and Anti-Corruption Commission (EACC) has arrested and arraigned two former public officers over allegations of using forged academic certificates to secure employment.

In a statement dated October 1, EACC said the two suspects, identified as Kenneth Mwiti Kiogora, a former Second Clerk Assistant at the Kiambu County Assembly, and Daniel Mukoya Olando, a former employee of the Kenya Airports Authority (KAA), were separately arraigned before the Milimani Anti-Corruption Court.

“The Ethics and Anti-Corruption Commission (EACC) has arraigned two former employees of the Kiambu County Assembly and the Kenya Airports Authority before the Milimani Anti-Corruption Court over the alleged use of forged academic certificates to secure employment,” read part of the statement. 

The two were arrested separately and appeared in court, where they denied the charges brought against them.

According to the EACC, preliminary investigations established that Kenneth Mwiti allegedly forged a Kenya Certificate of Secondary Education (KCSE) certificate and presented it as a genuine document issued by the Kenya National Examinations Council (KNEC).

The anti-corruption agency alleged that the officer used the certificate to secure employment at the Kiambu County Assembly, where he served as a Second Clerk Assistant and fraudulently acquired public property in the form of salaries amounting to Ksh6,283,631.30.

“He is alleged to have used the fraudulent certificate to secure employment at the County Assembly, where he allegedly fraudulently acquired public property amounting to Kes6,283,631.30 in salaries,” EACC stated.

Following investigations, the Commission forwarded the inquiry file to the Director of Public Prosecutions (DPP), who agreed with its recommendation to prosecute Mwiti.

He was subsequently charged with fraudulent acquisition of public property, forgery, uttering a false document and deceiving a principal.

Former KAA Employee Charged Over Degree Certificate

In a separate case, Daniel Mukoya, a former Kenya Airports Authority employee, is accused of forging a Bachelor of Commerce degree certificate in Accounting.

The EACC said Mukoya submitted the purportedly forged certificate to secure appointment as an Acting Fire Supervisor at the Kenya Airports Authority.

He was charged with knowingly using a false or misleading document, forgery, uttering a false document and giving false information.

However, the two former public officers were released on different bail terms following their arraignment.

Kenneth Mwiti was granted a cash bail of Ksh150,000 or a bond of Ksh1 million with a surety of a similar amount while Daniel Mukoya, on the other hand, was released on a cash bail of Ksh100,000 or a Ksh500,000 bond with a surety of a similar amount.

In addition, the EACC said it will institute civil proceedings to recover the salaries and other benefits allegedly obtained through the use of the fraudulent academic qualifications.
