CS Ogamba Issues Nationwide Directive to All Schools

Education Cabinet Secretary Julius Ogamba has ordered schools to increase teacher presence and tighten supervision to stem the tide of school fires and unrest across the country.
His move comes weeks after a series of student riots, fires and closures in numerous counties across the country, the most notorious occurring at Utumishi Girls Senior School in Gilgil, Nakuru County, when 16 students died and many others were injured in an arson attack.
Ogamba insisted the ministry has now taken steps to avoid a similar incident and is calling for increased teacher staffing in evening preps, dormitories, and improved communication between administrators and the learners.
“It also requires enhanced supervision of learners and the need to convene an emergency Board of Management meeting with further measures of deploying additional inspectors,” the ministry stated.

Strengthening School Supervision
The CS has confirmed that meetings have been convened between him and the field officers, who have in turn called the principals of various schools to discuss the enhancement of supervision.
“We have held meetings with the field officers who have in turn called the principals to strengthen school supervision,” Ogamba told the Sunday Nation.
School heads were urged to adhere to working hours and reiterated the country-wide ban on combined and mock examinations, while the government will be monitoring learning institutions with greater care.
“We shall have Senior school principals convene an emergency meeting with their BoM to discuss how to manage the possibility of unrest. County Education boards have also been placed on notice and put under instruction to provide the leadership and guidance required,” Ogamba said.

School Safety and Supervision Enhancements
County Education boards are required to support the schools as they continue to work hand in hand with security officials and administrators to prevent additional unrest and protect school property and facilities, while the ministry also intends to hire an additional 1,000 Quality Assurance and Standards Officers to help beef up inspection and supervision systems.
“We shall increase Quality Assurance and Standards Officers by 1,000,” Ogamba stated.
This is an attempt to ensure peace and order are reinstated in the nation’s schools that have seen students and parents express concern about the safety and well-being of the students, with school principals facing possible prosecution if their institutions fail to adhere to the rules.
