Court Issues Directive on PS Fikirini’s Bodyguard in Murder Case of Cecil Ouma

A bodyguard attached to Youth Affairs Principal Secretary Fikirini Jacobs has been released on a free bond of KSh20,000 after appearing before the Chief Magistrate’s Court in Makadara over the fatal shooting of Cecil Otieno Anyango, also known as Cecil Ouma.
Rashid Charo was arraigned on Wednesday, July 8, 2026, but did not take a plea after detectives asked the court for more time to complete investigations into the case.
According to investigators, Charo allegedly shot and killed Ouma during an incident in Kariokor, Nairobi. He is being investigated for murder, contrary to Section 203 as read with Section 204 of the Penal Code.
Investigators Recount the Events Leading to the Shooting of Cecil Ouma
According to the investigators’ report presented in court, a group of rowdy youths allegedly demanded handouts from Principal Secretary Fikirini Jacobs after he attended a function at a social hall in Kariokor.
The report states that one of the youths, identified as Cecil Otieno Anyango, allegedly boarded the Principal Secretary’s official vehicle, forcing the driver to speed off towards Pangani Police Station as members of the public chased the vehicle on foot and on motorcycles.
During the commotion, members of the public allegedly pelted the vehicle with stones.
“It is alleged that one Cecil Otieno boarded the Principal Secretary’s official motor vehicle, prompting the driver to head towards Pangani Police Station while being pursued by members of the public on foot and on motorcycles. During the ensuing commotion, members of the public pelted the motor vehicle with stones, and in the course of the incident, Rashid Charo discharged his firearm, fatally injuring Cecil,” part of the investigators’ report states.

Victim Pronounced Dead at Hospital
The report says members of the public rushed Otieno to Park Road Nursing Home, where doctors pronounced him dead while he was receiving treatment.
A post-mortem examination later established that he died from a single close-range gunshot wound to the chest.

Detectives Seek More Time to Complete Investigations
Detectives told the court that the firearm, ammunition and other exhibits recovered from the scene are yet to undergo ballistic and forensic examination.
Investigators also said they are yet to record statements from several witnesses and other persons of interest before making a final decision on the case.
“The firearm, ammunition, and other exhibits recovered in connection with the incident are yet to be submitted for ballistic and forensic examination, and the reports are necessary for the investigations. Several witnesses and other persons of interest are yet to record their statements,” the report presented in court states.
The court allowed detectives more time to conclude the investigations before deciding on the next step in the murder case against Charo.
