Why Safaricom Is Investing in AI, Fintech 2.0 and Digital Innovation

Customers using Safaricom’s Fuliza M-PESA overdraft service pay different charges based on the amount they borrow. These include a one-time access fee, daily maintenance charges, and excise duty

Fuliza is an overdraft service offered by Safaricom in partnership with NCBA Bank and KCB Bank Kenya. It allows eligible M-PESA customers to complete transactions even when they do not have enough money in their M-PESA wallets.

Each time you use Fuliza, you are charged a one-time access fee equal to 1% of the amount you borrow.

In addition to the access fee, customers also pay a daily maintenance fee starting the next day at midnight (12:00 a.m.) until the outstanding balance is cleared.

A 20% excise duty is also charged on the daily maintenance fee.

Fuliza Charges by Borrowing Amount in 2026

Customers who borrow between Ksh 0 and Ksh 100 do not pay any daily maintenance fee or excise duty.

Those borrowing between Ksh 101 and Ksh 500 pay a daily maintenance fee of Ksh 2.50. After adding Ksh 0.50 excise duty, the total daily charge comes to Ksh 3.

Customers who borrow between Ksh 501 and Ksh 1,000 pay a daily maintenance fee of Ksh 5. With Ksh 1 excise duty, the total daily charge is Ksh 6.

For amounts between Ksh1,001 and Ksh1,500, the daily maintenance fee is Ksh18. After adding Ksh 3.60 excise duty, the total daily charge is Ksh 21.60.

Customers borrowing between Ksh1,501 and Ksh 2,500 pay a daily maintenance fee of Ksh20. With Ksh4 excise duty, the total daily charge is Ksh 24.

For loans between Ksh 2,501 and Ksh 70,000, the daily maintenance fee is Ksh 25. After adding the Ksh 5 excise duty, the total daily charge is Ksh 30.

How the Charges Work

For example, if a customer borrows Ksh1,000, they will first pay a 1% access fee of Ksh10. From the following day, a daily charge of Ksh 6, including excise duty, will apply until the loan is repaid.

If a customer borrows Ksh 5,000, they will pay a one-time access fee of Ksh 50. Since the amount falls within the Ksh 2,501 to Ksh 70,000 band, the daily maintenance charge will be Ksh 30, including excise duty, until the outstanding balance is cleared.

Fuliza Eligibility Criteria and Limits

In its guidelines for Fuliza users, Safaricom indicates that Fuliza is only available for M-PESA account owners registered using the national identity card of Kenya, Kenya passport, or the national military identity card.

In addition, for one to be eligible for borrowing limits, the individual should have stayed on the Safaricom network for at least six months.

Individuals who have not spent six months on the Safaricom network are given a Fuliza limit of zero.

Furthermore, Safaricom states that borrowing limits are set according to the usage and repayment habits of the customer on both Safaricom services and M-PESA services.

Safaricom further points out that activation of the Fuliza service does not necessarily mean that you will get a borrowing limit.

Individuals who have registered using foreign passports cannot join the Fuliza service.
