Family Demands Justice After Youth Dies in Shooting Linked to PS’s Bodyguard

A bodyguard attached to Youth Affairs Principal Secretary Fikirini Jacobs has been allegedly linked to the fatal shooting of 28-year-old Cecil Ouma, who was reportedly among a group of youths mobilised to attend a youth empowerment forum addressed by the PS in Kariokor, Nairobi.
According to witnesses, the incident started from a disagreement after the youths were allegedly given Ksh10,000 to share among about 60 participants.
“There were about 60 of us, and the leader asked us to appoint our representative, so we chose Cecile. They got into the vehicle, and when they reached Kariokor, Cecile was given Ksh10,000. When you divide the amount among 60 people, each person gets about Ksh160,” said one witness.

He further claimed the amount was too little to distribute fairly, prompting the group to ask their representative, Cecil, to return the money to the Principal Secretary.
However, when he returned it, a conflict started, and the people with the PS began beating Cecile inside the vehicle.

It is alleged that Cecil Ouma was let into the car as the youths followed from behind, and shortly, they heard a confrontation inside the vehicle.
“We heard as if there was a commotion, forcing some of the youths to knock the car windows to know what was happening and ensure that Ouma was safe,” Agolla claimed.
“It was then that the door was opened and Ouma fell bleeding as the vehicle sped off towards Pangani, then drove into the police station, where several officers came out and shot in the air,” the witness added.
Meanwhile, Cecil Ouma was rushed to Park Road Nursing Home, where he was pronounced dead upon arrival before the police officers arrived at the facility.
Family Demands Justice for Son’s Killing
His brother, Jeff Otieno, said Ouma was shot on the left side of his chest and may have died of excessive bleeding.
“When I arrived at the hospital, he was already dead but heavily bleeding, but it is unfortunate that the person who reportedly shot him managed to escape,” Otieno said.

Police from Pangani police station picked the body from Park Road Nursing Home and drove towards the station, but did not check in; instead, they proceeded to Chiromo Mortuary.
His family has maintained that their son was shot in cold blood and also demanded that those responsible be held accountable.
The family is also calling for disciplinary action against those involved.
“I would like to see a disciplinary committee established and action taken. I want him to resign honourably. I would like a disciplinary committee to be set up and for action to be taken,” a family member said.
However, PS Fikirini Jacobs’ camp has disputed the family’s account, maintaining that the shooting was an act of self-defence.
