IEBC Announces Vacancy for CEO, Sets August 11 Application Deadline

The Independent Electoral and Boundaries Commission (IEBC) has announced a vacancy for the position of Commission Secretary/Chief Executive Officer (CS/CEO) and invites qualified candidates to apply by the August 11, 2026, deadline.

In a public notice, the Commission said the role is central to its operations. The successful candidate will serve as the Chief Executive Officer, head the secretariat, and act as the accounting officer, overseeing the implementation of decisions and day-to-day management.

“The Independent Electoral and Boundaries Commission (“the Commission”) is an independent constitutional Commission, established under Article 88 of the Constitution of Kenya. The Commission is mandated to conduct or supervise referenda and elections to any elective body or office established under the Constitution and any other elections as prescribed by an Act of Parliament,” IEBC stated.

Moreover, the Commission emphasized that the CS/CEO will execute its mandate, supervise staff, manage resources, ensure compliance with public ethics and safeguard all official records.

Qualifications for IEBC Secretary/CEO

To qualify, a candidate must meet the following requirements:

  • Be a citizen of Kenya
  • Possess a degree from a recognized university
  • Has had at least five years’ proven experience at management level
  • Has proven relevant experience in electoral matters, management, finance, governance, public administration, law, or political science
  • Meets the requirements of Chapter Six of the Constitution

Interview Requirements

In addition, shortlisted candidates will present the following original documents during the interview:

  • National Identity Card or Passport
  • Academic and Professional Certificates and Transcripts
  • Any other supporting documents and testimonials
  • Clearance from the following bodies: EACC, DCI, KRA, HELB and a registered Credit Reference Bureau

Functions and Duties of the CS/CEO

The successful candidate will take up the following roles:

  1. The Chief Executive Officer of the Commission
  2. Head of Secretariat
  3. The Accounting Officer of the Commission
  4. Custodian of all Commission records responsible for:
  • Executing decisions of the Commission
  • Assignment of duties and supervision of all employees of the Commission
  • Facilitating, coordinating and ensuring execution of the Commission’s mandate
  • Ensuring staff compliance with public ethics and values
  • The performance of such other duties as may be assigned by the law and Commission

Furthermore, the CS/CEO will:

  • Provide requisite leadership to the Secretariat to ensure the Commission attains high-level professionalism and ethical standards in its entire mandate, policies and programs
  • Head the secretariat, which will perform the day-to-day administrative functions of the Commission
  • Prepare the Commission’s annual plans and estimates, and oversee financial and administrative management of the Commission
  • Drive the Commission’s vision and mission through the implementation of its strategic plan
  • Mobilize and manage the resources of the Commission to achieve its core mandate
  • Ensure safe custody of all Commission documents as the chief custodian
  • Perform such other duties as may be assigned by the law and the Commission
“The position is tenable on a four year contract and may be re-appointed for one further term of four years subject to satisfactory performance,” the commission stated.

Application Requirements

Meanwhile, interested candidates should submit the following:

  • A signed application letter
  • A detailed curriculum vitae including names and contacts of three professional referees
  • Certified copies of academic and professional certificates
  • A copy of the National Identity Card or Passport
  • Copies of the statutory clearance certificates

Finally, applicants should submit their applications via email at executiverecruitment@kpmg.co.ke, quoting “Commission Secretary/Chief Executive Officer (CS/CEO)” in the subject line by August 11, 2026 at 5:00 pm.
