IEBC Gazettes Campaign Financing Rules, Sets Spending Limits Ahead of 2027 General Elections

The Independent Electoral and Boundaries Commission (IEBC) has gazetted the Election Campaign Financing Regulations, 2026, setting contribution and spending limits for candidates and political parties ahead of the 2027 General Elections.
In a press release dated August 8, 2026, the Commission said the regulations will guide campaign financing for the polls scheduled for August 10, 2027, tightening oversight on how political funds are raised and spent.
“The Independent Electoral and Boundaries Commission (IEBC) announces the gazettement of the Election Campaign Financing Regulations, 2026 and the Contribution and Spending Limits for Candidates and Political Parties applicable to the General Election scheduled for 10th August 2027,” the Commission stated.
The move fulfils the Commission’s constitutional mandate and implements the Election Campaign Financing Act, 2013, which regulates campaign funding and expenditure.
Framework Sets Limits
In particular, the framework sets clear limits on how much candidates and political parties can raise and spend during elections.
“The gazettement marks a significant milestone in the discharge of the Commission’s constitutional mandate under Article 88(4)(i) of the Constitution of Kenya, 2010, and the implementation of the Election Campaign Financing Act, 2013, which provide for the regulation of campaign financing and the amount of money that may be spent by or on behalf of candidates and political parties in respect of an election,” IEBC stated.

IEBC Compliance with High Court Directive
Meanwhile, the IEBC said it developed the framework following a High Court ruling that required the Commission to create new regulations and subject them to public participation before implementation.
“In its determination, the Court directed the Commission to develop the requisite regulations, subject them to public participation and establish the necessary framework for setting contribution and spending limits pursuant to the Election Campaign Financing Act, 2013,” the Commission stated.
Following the court directive, the Commission conducted stakeholder consultations, forums and nationwide submissions to gather public views before finalizing the regulations.
The Commission reviewed the feedback and incorporated relevant proposals into the final framework.

Enforcement and Compliance Measures
The rules introduce strict requirements on disclosure, auditing, monitoring and compliance.
“The Commission remains committed to the impartial and effective implementation and enforcement of the campaign financing framework. The framework is now in place; all regulated persons are required to take immediate steps to ensure full and timely compliance,” IEBC stated.
Going forward, the Commission will enforce the rules through monitoring, audits, investigations and continued stakeholder engagement to ensure full compliance.
