Property Owners with Unpaid Land Rates Put on Notice as Nairobi County Begins Recovery Drive

The Nairobi City County Government has stepped up efforts to recover unpaid land rates, targeting property owners who have failed to clear their dues for more than three years through strict enforcement measures.

In a public notice issued by the Nairobi Revenue Authority (NRA), the county confirmed that it has immediately engaged debt recovery firms to pursue outstanding land rates, including accrued penalties and interest.

The move demonstrates City Hall’s commitment to boosting revenue collection and improving compliance among property owners.

“TAKE NOTICE that the Nairobi City County Revenue Authority (NRA) has, with immediate effect, engaged the debt recovery firms listed below to recover all outstanding land rates that have remained unpaid for a period exceeding three (3) years, together with all accrued penalties and interest,” read part of the notice.

Additionally, the county warned property owners who have defaulted that they risk recovery action without further notice.

The authority said the measures may include property attachment and auction, listing with credit reference bureaus, and any other lawful recovery measures available under the National Rating Act 2024.

Unpaid Land Rates Enforcement and Legal Backing

The county has relied on the National Rating Act 2024 to guide its enforcement efforts against property owners who fail to settle their outstanding obligations.

Under the law, the authority can pursue defaulters through various recovery measures, including attaching and auctioning property where necessary.

“Property owners in default are hereby warned that failure to settle outstanding arrears will result in recovery action being taken WITHOUT FURTHER NOTICE. This may include attachment and auction of property, listing with credit reference bureaus, and any other lawful recovery measures available to the Authority under the National Rating Act 2024,” the notice warned.

Meanwhile, the county urged residents to use official payment channels and work with the appointed recovery firms during the exercise.

“All payments must be made through only the authorized Nairobi City County Revenue Accounts. Members of the public are advised to accord the appointed agents full cooperation in the execution of this duty,” the notice stated.

Firms Deployed by Region

To improve the recovery process of unpaid land rates, Nairobi County has assigned debt recovery firms to the following specific areas across the city:

• Siuma Auctioneers: Western (Westlands, Dagoretti South, Dagoretti North)
• Prysis Solutions Limited: Northern (Roysambu, Kasarani, Ruaraka)
• Jephys Auctioneers: Central (Starehe, Kamukunji, Mathare)
• Boresha Credit Services Limited: South Eastern (Embakasi South, Embakasi East, Makadara)
• Quest Holdings Limited: Eastern (Embakasi North, Embakasi West, Embakasi Central)
• AFS Holdings Limited: Southern (Kibra, Langata)

Call for Compliance

Finally, the directive urged defaulters to settle their arrears immediately to avoid recovery action and any additional enforcement measures that may follow.

“Defaulters are strongly advised to settle their arrears immediately to avoid recovery action,” the notice stated.
