Ruto Orders Senior PS Transfers in Latest Reshuffle

President William Ruto has announced a fresh reshuffle involving Principal Secretaries in changes aimed at filling vacancies and maintaining continuity in government operations.
In a press release issued by the Executive Office of the President on Thursday, May 28, 2026, the Head of State invoked Article 155(4) of the Constitution to effect the reassignments within the senior ranks of the public service.
“His Excellency the President has this afternoon, pursuant to Article 155(4) of the Constitution, effected re-assignments within the rank of Principal Secretaries,” the statement read.
Changes in Key State Departments
According to the communication signed by Chief of Staff and Head of Public Service Felix Koskei, the changes were necessitated by the resignation of the immediate former Principal Secretary for the State Department for Petroleum.

“The re-assignments are intended to fill the vacancy arising from the resignation of the immediate former Principal Secretary for the State Department for Petroleum and to ensure continuity in the administration and coordination of Government functions within the affected State Departments,” the statement said.
Under the changes, Mr. Kello Harsama, CBS, has been moved from the State Department for ASALs and Regional Development to the State Department for Petroleum.

At the same time, Dr. Caroline W. Karugu has been handed additional responsibilities in an acting capacity.

The government announced that Dr. Karugu, who currently serves as Principal Secretary for East African Community Affairs, will now also oversee the State Department for ASALs and Regional Development on an acting basis.

“In addition to her substantive portfolio as the Principal Secretary for East African Community (EAC) Affairs, designated as the Acting Principal Secretary for the State Department for The ASALs and Regional Development,” the statement added.
The Executive Office of the President further noted that the changes would take effect immediately as the government moves to stabilize operations within the affected ministries and departments.
“The changes take effect immediately,” the notice concluded.
